Charles Wisecarver is the Principal Deputy CIO for Operations and CTO for the U.S. Department of State. He began these roles in June of 2005. He is a member of the Senior Foreign Service and holds the rank of Minister Counselor. Prior to his current role, Wisecarver was Director of the State Messaging and Archive Retrieval Toolset Program Office, which is the Department’s IT priority.
Wisecarver has spent just about half of his career in overseas missions as an Information Management Specialist. For example, he worked in both Mexico and Ecuador in the management of the computer systems and telecommunications networks. Wisecarver also previously served as the Director of IRM’s Messaging Systems Office in the Department of State. Before working for the Department of State, Wisecarver worked at the Department of Defense as a computer programmer analyst. Additionally, he was a Peace Corps Volunteer in Niger.
