Carol Bales is a senior policy analyst at the Office of Management and Budget. She is responsible for capital planning and investment, information security, and counterterrorism-information sharing. Bales also serves as portfolio manager for E-Authentication, a system used by USDA agencies to enable customers to obtain accounts that will allow them to access USDA Web applications and services via the Internet. Up until 2008, Bales served as lead policy analyst for HSPD-12 and the federal government’s transition to Internet Protocol Version 6.
Before her current position at OMB, Bales served as deputy associate CIO for cybersecurity at the Department of Energy. In that role, she helped developing and implementing an information security program to include ensuring the continued successful operation of cybersecurity programs and initiatives throughout the department. Prior to joining the Department of Energy, she held positions at the Department of Justice and NASA.
Some of Bales’s awards include a 2008 OMB Special Achievement Award for HSPD-12 implementation, a 2007 AFFIRM Leadership Award for Innovative Applications, and a 2005 Federal 100 Award.
Bales earned her bachelor’s degree in information systems from the University of Maryland.
