Federal agencies have until March 31 to hold their first TechStat accountability sessions,  agency-level reviews of  IT projects.

And according to an update on CIO.gov, of the 26 agencies that make up the Federal CIO Council, 15 had already done so by Friday.

TechStat sessions are  “face-to-face, evidence-based review[s] of an IT investment triggered when an agency determines that a project is underperforming, using data from the IT Dashboard and other sources,” according to CIO.gov.

The Office of Management and Budget launched the first accountability sessions  in January 2010.

“TechStat sessions enable the government to turnaround, halt or terminate IT investments that do not produce dividends for the American people,” Kundra wrote in a blog post explaining the review sessions at the time. “Investments are carefully analyzed with a focus on problem solving that leads to concrete action to improve performance.”

By accelerating timelines and terminating “off-track” programs,  the government has already reduced  more than $3 billion in budgeted costs, OMB said.

Kundra said expanding the TechStat sessions to the agency level has been one of the key provisions of OMB’s 25-point IT reform plan championed by federal Chief Information Officer Vivek Kundra.

In preparation for the March 31 deadline, OMB rolled out online toolkits to help agencies prepare for their first sessions.
