Federal Chief Information Officer Vivek Kundra has coined an apt metaphor to describe the importance of agency IT investments: âdigital oil.â
As Federal News Radio reports, Kundra was on hand at the National Institute of Standards and Technologyâs Cloud Computing Forum and Workshop to deliver an update on the 25-point federal IT reform the Office of Management and Budget first laid out late last year.
While there have been notable successes — the General Services Administration and the USDA both made high-profile cloud-computing maiden voyages in the past six months — other agencies have continued to struggle with how to effectively manage their assets, essentially âthrowing good money after bad,â as Kundra has described troubled agency IT programs in the past.
Kundra said the âdeeper question,â turns on asset utilization. The manufacturing sector, long said to be in a deep-seated period of decline, realizes about 79 percent in asset utilization, while in technology fields, that number is less than 26 percent.
“I thought the tech world was supposed to be the most advanced,” he said, according to Federal News Radioâs report.
