Issa, Cummings Propose Making OMB Federal Cyber Leader

House Oversight Committee leaders are proposing a new cybersecurity bill that would shift cybersecurity oversight power to the White House, Federal News Radio reports.

Reps. Darrell Issa (R-Calif.) and Elijah Cummings (D-Md.) introduced the Federal Information Security Amendments Act of 2012 Monday.

FISAA would place the Office of Management and Budget in charge of cybersecurity rather than the Department of Homeland Security, opposing other lawmakers’ ideas to have DHS lead cyber efforts.

Federal News Radio reports the committee expects the bill to clear once the House returns from Easter recess next month.

The Congressional Budget Office is also expected to provide a potential expense report regarding FISAA, according to Federal News Radio.

FISAA is the third and latest addition to the number of proposed cybersecurity bills from both chambers of Congress.

Other proposals include the SECURE IT Act and the Cybersecurtiy Act of 2012, which would put DHS in charge of federal cybersecurity efforts.
