Office of Information and Regulatory Affairs Administrator Cass Sunstein released two memos addressed to agency officials aspiring to reduce regulatory burdens on businesses and citizens, Federal News Radio reports.
The first memo, directed to agency regulatory policy officers, outlines new guidelines on drafting annual reports.
The second memo, sent to agency secretaries, outlines steps agencies must take to reduce time and cost devoted to creating regulations.
President Obama ordered a government review of existing rules in January 2011.
Sunstein asked agencies in a White House blog post to engage early with state, local and tribal governments.
Sunstein wrote this collaboration would identify opportunities for eliminating redundancy and reducing burdens on the public and private sectors
Agencies should also consult affected stakeholders in advance of proposing new rules.
Sunstein is asking for specific consideration of cumulative effects regulations have on small businesses and start-ups.
Agencies should analyze costs and benefits of new regulations and those already in effect.
All materials in compliance with the steps are due to OIRA by April 13.
