OMB Wants Evidence-Based Budget Requests From Agencies

The Office of Management and Budget wants federal agencies to submit evidence when proposing fiscal year 2014 budgets, Federal Computer Week reports.

Agencies will have to submit evaluations of their various programs to demonstrate performance, which will in turn determine where funds are allocated.

An OMB memo issued Friday indicates that future budget submissions will have to include a section dedicated to agencies’ innovative uses of evidence and evaluation.

Agencies should propose new evaluations, specifically low-cost evaluations using administrative data or waivers and performance partnership-based evaluations.

OMB also suggested agencies could expand evaluation efforts in existing programs or introduce systematic cost measurement and cost per outcome.

Additionally, the report indicates OMB suggests agencies could identify areas where research provides comparative cost-effectiveness evidence.
