Steven Shaw, most recently the Air Force’s top contract debarment and suspension official, has joined Covington & Burling LLP as senior of counsel for the firm’s Washington office.

Shaw previously spent 15 years with the Air Force in the senior executive service and as deputy general counsel for contractor responsibility.

He also managed the branch’s Fraud Remedies Program, which helps contractors address fraud risk through education.

Before joining the Air Force, Shaw was a partner at two national law firms specializing in civil fraud and white-collar criminal litigation.

He also spent time at the Federal Energy Regulatory Commission’s enforcement division as a deputy director, and held various positions within the Justice Department.

Shaw’s arrival marks the third recent addition to Covington’s government contracts practice.

In April, Robert Nichols joined as co-chair of the government contracts practice and former Northrop Grumman executive Susan Cassidy also joined earlier this month as a partner in the firm’s Washington office.

She most recently served as the lead counsel for the company’s defense technologies division and also was senior counsel in the company’s information systems sector, supporting both the intelligence and defense markets.
