Grant Thornton Study Recommends Federal Pay Scale, Classification Changes; Robert Shea Comments

Congress should enact a new pay scale and job classification system for federal workers to combat a retiring workforce and outdated hiring policies, a Grant Thornton study says.

Federal News Radio reports the firm, along with the Partnership for Public Service, surveyed 55 federal chief human capital officers and other human resources leaders about the federal workforce.

GT Principal Robert Shea told the station the 15-level General Schedule, in place since the 1940s, does not give human capital officers enough flexibility to reward workers based on performance.

Several CHCOs told the surveyors that system is not based on market wages, does not match private sector practices and largely does not offer competitive salaries in the science, technology, engineering, math and medicine fields.

Senior executives have limited earning potential and those employees often earn close to or less than the people they supervise, according to the report.
