Elliott Branch, Alexander Mavroukakis Named Greater Wash GovCon ‘Public Sector Partners’ for 2012

A lead acquisition official at the U.S. Navy and a Education Department contracting officer were selected by GovCon industry members as “Public Sector Partners of the Year” for 2012 at the Greater Washington Government Contractor Awards, held Thursday night.

This year’s public sector awardees are Elliott Branch, the Navy’s deputy assistant secretary for acquisition and procurement and Alexander Mavroukakis, a contracting officer in the Education Department’s office of federal student aid.

Mavroukakis also is director of the Rising Acquisition Professionals Community.

Branch, a Senior Executive Service member, is the Navy’s senior career civilian responsible for acquisition, contracting and policy that governs the branch’s acquisition system and the lead civilian adviser to the Navy acquisition executive.

He also serves as the Department of the Navy’s Competition Advocate General for procurement matters and as the community leader of the Navy’s contracting workforce.

Before joining the acquisition staff, Branch served as the Naval Sea Systems Command’s first civilian director of contracts, where he held contractual oversight over shipbuilding and weapons programs.

His private sector experience includes positions in acquisition and project management education, training and consulting for the federal workforce and its associated contractors.

Some of his clients included Computer Sciences Corp., BAE Systems and the departments of Defense, Energy, Justice and State.
