The Senate failed again to move the Cybersecurity Act of 2012 forward Wednesday, National Journal reports.

Josh Smith writes the vote fell nine votes short of the 60 required to invoke cloture.

In an August vote, the Senate voted down the bill 52-46.

Senate Majority Leader Harry Reid (D-Nev) said that law is dead for this congressional session, Smith writes.

If passed, the bill would have established voluntary security standards for companies that run critical infrastructure such as electrical grids and water treatment plants.

It would have also promoted information sharing between federal agencies and private companies, put more emphasis on cybersecurity education and training and updated network security policies.

According to Smith, Sen. Joe Lieberman (D-Conn.), chairman of the Homeland Security Committee, told colleagues President Barack Obama will likely issue a cyber executive order now that legislation has failed on Capitol Hill.
