Rep. Darrell Issa Amends USPS Financial Reform Bill

us postalRep. Darrell Issa, Oversight and Government Reform Committee chairman, has issued amendments to his legislation that seeks to revamp the financial management of the U.S. Postal Service, Federal News Radio reports.

Jack Moore writes the updates to the 2013 Postal Reform Act’s discussion draft reflect several proposals from Rep. Elijah Cummings and Democrat legislators.

Issa said reforms to the bill aim to revive the U.S. Postal Service’s financial solvency status in the long term while continuing to provide service to U.S. citizens, according to the station.

The old version of the measure prohibited employee-union contracts from limiting layoffs for the USPS and required reconsideration for existing contracts with such provisions, Federal News Radio reports.

Moore writes Issa intends for the amended bill to change the retiree health-care payment system from massive fixed payments to actuarial-based compensation.

The amendments also mandate the Office of Personnel Management to use the demographic information  in calculating the amount the USPS overpaid to the Federal Employees Retirement System and order the Postal Service to name a chief innovation officer by 2014, the station reports.
