OMB Directs Agencies to Implement Shutdown Plans

Capitol_BuildingThe Office of Management and Budget directed federal agencies late Monday night to carry out their plans for shutting down operations as Congress did not pass a continuing resolution by 11:59 p.m. Eastern time.

OMB Director Sylvia Burwell also told agencies to monitor developments and urged lawmakers to pass a budget for the remainder of the fiscal year, Burwell’s memo says.

Matt Berman of National Journal reports this is the first time in 17 years the government has shut down and the Senate will convene again at 9:30 a.m. Tuesday to likely table the House’s proposed stopgap bill.

Majority Leader Harry Reid rejected a proposed bill from House Republicans to keep funding the government but forbid lawmakers, their staff, the President, the Cabinet and other political appointees from receiving healthcare subsidies, according to National Journal.

Russell Berman of The Hill newspaper reports that House GOP leaders moved to start a House-Senate conference committee as the chambers could not reach a compromise.

Senate Democrats do not want to go to conference until the House passes its version of a CR, according to The Hill’s report.
