Outgoing Defense Secretary Chuck Hagel said Thursday the U.S. military will not achieve strategic goals if the Defense Department does not get relief from budget caps, Defense One reported Thursday.

“Our planners can’t commit because of the uncertainty of the budgets,” he told service members at Fort Bliss, Texas, during a farewell tour.

Marcus Weisgerber writes Hagel has worked to protect funding for DoD’s weapons development and cybersecurity programs amid sequestration.

He opted to meet with troops across U.S. military bases to conclude his nearly two-year tenure as defense secretary, according to Weisgerber’s article.

Hagel also visited crews on board the Navy’s USS America amphibious assault ship off the California coast, as well as troops at the Whiteman Air Force Base in Missouri, the Marine Corps Air Station Miramar outside of San Diego and the White Sands Missile Range in New Mexico.
