Adm. Michael Rogers: US Military Must Follow Law of War in Cyberspace

Adm. Michael Rogers, head of U.S. Cyber Command and the National Security Agency, has said that the laws of conflict also apply to offensive and defensive cyber operations, Defense One reported Monday.

Patrick Tucker writes Rogers told the publication that he aims to ensure that Cybercom will follow international norms when it decides to use cyber weapons.

“Our response must be proportional, must be in line with the broader set of norms that we’ve created over time,” he added, according to Defense One.

Sydney Freedberg Jr. of Breaking Defense reports Rogers said during the Sea-Air-Space conference last week the U.S. military needs to focus its cyberspace strategy beyond technical standards.

“It’s about ethos. It’s about culture. It’s about warfighting,” he told forum audience.

The U.S. Navy is scheduled Tuesday to unveil the branch’s CYBERSAFE Instruction for managing the cybersecurity of operational systems and weapons, according to Breaking Defense.
