Frank Kendall, the Defense Department acquisition chief, is keeping a close eye on 2016 National Defense Authorization Act provisions that relate to decision-making authority over military purchases, Breaking Defense reported Tuesday.
He told an audience at a Northern Virginia Technology Council breakfast event Tuesday that he believes military service leaders should be more involved in the procurement process but should not make contract management decisions.
“We’ve had a lot of disasters in acquisition because people believed what they wanted to believe,” Kendall was quoted as saying.
He noted his office intends to collaborate with the House and Senate Armed Services committees to work out their differences.
Washington Technology reported that Kendall said he believes the department’s new acquisition strategy could help the the agency decide on how to address military technology needs.
“The current Better Buying Power 3.0 is about innovation,” he told his audience at the NVTC event.
“It’s about technological superiority.”
