Katherine Archuleta, director of the Office of Personnel Management, has announced OPM is allowing other federal agencies to use an excepted-service hiring process to employ professionals for their digital service teams.
Archuleta told agency executives in a memo published Friday that agencies can use the method to fill technical positions needed to implement the White House’s Smarter Information Technology Delivery Initiative in fiscal 2016.
She said digital service teams will need staff who hold experience in digital product design, software engineering, product management, infrastructure development and agile governance.
“OPM strongly encourages agencies to conduct appropriate recruiting and notice to meet agencies’ technical needs under the Smarter IT Delivery Initiative,” Archuleta added.
The agency will authorize excepted-service appointments of potential digital service workers at the GS 11 level or above through September 30, 2017.
