Shaun Donovan: Agencies’ 2017 Budget Plans Must Include Collaborative R&D Programs

Shaun Donovan, director of the Office of Management and Budget, has asked federal agencies to set multiagency science and technology program priorities when they craft budget proposals for the 2017 fiscal year.

He instructed agency heads in a July 9 memo to propose collaborative platforms in the areas of R&D infrastructure management, technology transfer, scientific data collection and science, technology, engineering and math education.

R&D projects should encourage the adoption of tools to help address risks posed by climate change as well as to cut greenhouse gas emissions and produce renewable energy, according to Donovan.

He added upcoming budget submissions should also include nanotechnology, robotics, advanced materials and cyber-physical systems development initiatives.

Donovan also urged agencies to invest in big data platforms and other computing technologies for national security intelligence gathering, cybersecurity and public health monitoring efforts.
