GAO: Federal Agencies Need FITARA Implementation Plan to Improve IT Acquisitions

DataCenterThe Government Accountability Office has called on federal agencies to implement the provisions of a law that seeks to improve the acquisition and operations of information technology systems and services.

GAO said Wednesday some of the requirements of the Federal Information Technology Acquisition Reform Act include the approval of IT budget requests by federal agencies’ chief information officers, consolidation of federal data centers as well as assessment and risk management of IT investment portfolios.

According to GAO, the Office of Management and Budget issued guidance that required agencies to develop and submit by August a plan that details their responsibilities for FITARA implementation.

The agency said all 24 federal agencies covered by the Chief Financial Officers Act failed to submit such a plan to OMB as of October 30.

GAO also noted that approximately 32 percent of 800 recommendations it has developed for the improvement of IT operations and procurement had been implemented by OMB and other federal agencies as of October.
