Making the switch from government to the private sector can make many workers feel like foreign exchange students.

And, now, the Defense Department is looking at ways to strengthen the revolving door between government and industry – in a good way.

The pilot Information Technology Exchange Program, authorized under the fiscal 2010 defense authorization bill, will allow higher-level career DoD employees to work at a private company for up to two years while still retaining federal employee status, according to a report on FierceGovernmentIT.com.

The new interim rule applies to employees of GS-11 rank and above, who will be able to work in the private sector for between three to 24 months.

And, in the reverse, workers in the private sector of equivalent rank will be able to work within the government for the same period of time.

The exchange program is hoped to foster innovation by sharing best practices between the government and the private sector.

“Given the changing workforce dynamics in the IT field,” a description of the program in the Federal Register reads, “DoD needs to take advantage of these types of professional development programs to proactively position itself to keep pace with the changes in technology.”

DoD is seeking comments on the pilot program until Feb. 14.
