The Federal Aviation Administration’s acquisition workforce plans do not address gaps in hiring and developing an effective acquisition workforce, according to an internal audit.
The Office of the Inspector General issued its final report Aug. 3, examining the FAA’s acquisition workforce plans. The agency’s current plans are projected for needs through fiscal year 2014.
The IG audit said the agency’s plans were insufficient, lacking competency models for nearly a third of the FAA’s acquisition roles. Technical Officer Representatives were not included in the plan, despite their role in overseeing and evaluating contractor performance.
The FAA also reported a misleading percentage, 99 percent, of its overall acquisition workforce hiring target in 2009. Four of the seven air traffic service units fell short of their hiring goals and three exceeded the hiring targets.
The report recommends the FAA develop a standard definition of acquisition workforce and clarify which employees are included in each acquisition discipline.
