Senate Votes to Discuss Contractor Withhold Repeal Law

Congress may be closer to a rare moment of accord, as the Senate voted Monday evening to take up a bill that would repeal a requirement that governments withhold 3 percent of all contracts.

By an overwhelming 94-1 vote, the chamber advanced the Withholding Repeal and Job Creation Act.

The withhold requirement was originally approved in 2006, but has never been fully implemented.

The Senate will debate the measure for several days as lawmakers will likely attempt to amend the bill before voting on it, according to a report by The Hill.

The House approved the repeal last week by a 405-16 vote and President Obama supports the repeal, calling the withhold one of the “burdensome withholding requirements that keep capital out of the hands of job creators” in his jobs proposal.
