The General Services Administration is cutting bonuses for senior executives and has started a temporary hiring freeze, acting Administrator Dan Tangherlini announced in a blog post Tuesday.

Nearly two weeks ago, GSA announced a second round of buyout and early retirement offers and is reportedly planning a third round.

After a three-month review of GSA operations, Tangherlini found 15 different bonus structures in the agency.

He wrote the agency is studying whether performance goals are high enough and the reason behind the high award rate in the GSA.

Effectively immediately, Senior Executive Service performance bonuses will be cut by 85 percent and performance awards in the administrator’s office will be suspended for the rest of the fiscal year.

GSA will eliminate its Awards Stores program, where employees receive prizes such as iPods and digital cameras.

Tangherlini wrote the hiring freeze will be in place until GSA completes a review of its structure and compensation process.
