Tom Sisti: Budget Cuts Mean Less Contract Duplication

Federal budget cuts will lead agencies to become more cautious about creating and awarding duplicate contracts, a former federal contracting official said, according to Federal Times.

Tom Sisti, a former contracts attorney at the General Services Administration and Government Accountability Office, said tight funds can motivate agencies to remove duplication and have greater control over the acquisition process.

Sisti, now chief legislative counsel at SAP, and other contracting experts spoke Wednesday at a Coalition for Government Procurement seminar, Sarah Chacko reported for Federal Times.

Mike Smith, director of the Department of Homeland Security’s strategic sourcing program office, said that agency-specific multiple award contracts help vendors better understand agency needs and makes the procurement process less expensive, Chacko reported.

Citing a Bloomberg Government analysis, Chacko wrote nearly a quarter of federal procurement spending flows through MACs and nearly 700 MACs have started across government over the last five years.

In September, the Office of Federal Procurement Policy began requiring agencies to develop business cases for creating new multiple-award contracts worth more than $50 million.
