Deputy CIA Director Michael Morell to Retire in August, Avril Haines Named Successor

Deputy CIA Director Michael Morell, who led the agency on an acting basis prior to John Brennan’s confirmation in March, will retire from the agency Aug. 9 after a 33-year career, the agency said Wednesday.

The White House announced Avril Haines, White House deputy counsel for national security affairs, will succeed Morell, whom President Barack Obama nominated to serve on his intelligence advisory board.

Morell’s CIA career spanned several major events, including having responsibility for briefing President George W. Bush on Sept. 11, 2011 and advising President Barack Obama during the May 2011 raid that killed Osama bin Laden.

Between 2006 and 2008, he served as the CIA’s associate deputy director and prior to that held a brief stint as deputy director of the National Counterterrorism Center.

Before joining the White House, Haines served as assistant legal adviser for treaty affairs at the State Department and has represented the U.S. in international negotiations at forums such as the Hague Conference and the United Nations.

Several officials from the CIA have made their way over to industry in the past few years, including Scott White, who spent 30 years of service with the agency and joined Northrop Grumman in 2010.

White rose to the rank of Associate Deputy Director, where he directed strategic and tactical operations in conjunction with the agency Director and Deputy Director.

He now serves as the Falls Church, Va.-based contractor’s vice president of intelligence, where he is responsible for leading leading Northrop’s engagement with agencies within the U.S. intelligence community.
