DoD Inspector General: OUSD (AT&L) Needs Acquisition Quality Mgmt Policy, Oversight

acquisition policyThe Defense Department Inspector General has urged the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics to implement a set quality management function and corresponding quality assurance oversight process for acquisition programs.

The recommendation follows an evaluation of the policies and procedures that DoD and its components follow to ensure the quality of defense acquisition programs, DoD IG said Monday.

DoD IG found that OUSD (AT&L) does not have in place a quality management policy that encompasses all DoD components for consistent implementation as well as a feedback or verification process to check the effectivity and sufficiency of existing policies.

OUSD (AT&L) should lead the enforcement and oversight of the acquisition quality management system throughout a program’s lifecycle and across the supply chain, DoD IG said.

It added that OUSD (AT&L) should ensure clear and concise definitions and policies, standardized requirements for performance reporting and commitment from program managers.

DoD IG asked the office to submit additional details to its initial Oct. 17 response to the recommendations by Dec. 5.
