U.S. Navy Secretary Ray Mabus said at a Defense One-hosted forum Wednesday that the military service wants flexibility in how it spends federal money on weapon systems, Federal News Radio reported Wednesday.

“That’s why one of the reasons in the budget, you’ve got to protect science and technology and research and development money,” Mabus was quoted as saying.

The military branch has implemented an Innovation Cell framework with the intent to accelerate its acquisition process and prioritize technology needs, according Federal News Radio.

At the DefenseOne forum, Mabus also noted the Navy’s plan to make surveillance as the primary operational role of the future Unmanned Carrier-Launched Surveillance and Strike aircraft, Breaking Defense reports.

“It should be an ISR platform, it should be a refueling platform, but it also should be a strike platform for uncontested or minimally contested environments,” he told the event audience.
