Mark Naggar: HHS Buyers Club Seeks Concept Papers for 2nd Year

ContractSigningThe Department of Health and Human Services has started a new solicitation through HHS’ Office of Population Affairs in an effort to help OPA grow its online presence and services, Federal News Radio reported Friday.

Jason Miller writes HHS released the request for proposals under the umbrella of its Buyers Club initiative, which marked its first anniversary last week.

“[When] it comes to IT, it’s really important to make sure [vendors] know what they are doing and to assess their capabilities rather than a text-based homework assignment,” Mark Naggar, program manager of the Buyers Club, told the station.

Buyers Club will require interested contractors to submit a concept paper by June 15, five of which will receive $10,000 to build a prototype.

A second round of proposals is due July 23, and the selected vendors will need to deliver an oral presentation and a final cost proposal during the first stage.

HHS anticipates an award by Aug. 7, Miller reports.
