GAO: Oversight Needed on VA Interagency, FFRDC Contract Agreements

GAOThe Government Accountability Office has recommended the Department of Veterans Affairs implement additional oversight measures on its use of interagency agreements and Federally Funded Research and Development Centers for procurements.

GAO said in a report to the chairman of the House Veterans Affairs subcommittee on oversight and investigations that the VA needs to work on documentation, tracking and review of its FFRDC and interagency contractual agreements.

Upgrading the department’s contract management system will enable the VA to align the system’s records with the accounting system to ensure consistent data, boost visibility into procurement practices and avoid additional costs, GAO added.

According to the agency, the recommendations aim to help VA determine the effectiveness and extent of usage of these agreements to guide decision-making on future procurement efforts.
