Jay Cooper Appointed Business Ops Research Director at NRL

Jay Cooper, formerly a comptroller at the U.S. Navy's Office of Naval Research, was appointed associate director of research for business operations at the Naval Research Laboratory.

He possess more than two decades of federal service experience and will perform policy development, executive management and program administration duties to support the scientific directorate's activities, the branch said Monday. Prior to his appointment, Cooper assumed the role of director of civilian resources and business affairs at the Navy comptroller's office and worked at the Naval Facilities Engineering Command as a comptroller.

"I am excited to be part of such a talented team of professionals whose mission is to deliver advanced science and technology to our warfighters,” said Cooper.

Cooper is a NATO non-Article 5 medal and Joint Meritorious Civilian Service awardee and holds a level 3 financial management certification at the Department of Justice.
