GAO: DOD Should Improve Data, Clarify Roles to Better Monitor Business Reform Efforts

The Government Accountability Office (GAO) has recommended that the Department of Defense (DOD) enhance performance measures with regard to business transformation efforts and come up with a process to standardize the documentation of cost savings to ensure that they are aligned with DOD’s definitions of reform. “However, DOD needs better data about how it performs its business functions,” the report reads.

DOD OIG Audit Highlights Need for Proper Tracking of Other Transactions Awarded Via Consortia

The Department of Defense’s (DOD) office of inspector general (OIG) has recommended that DOD contracting personnel establish policies for tracking other transaction agreements awarded through consortia and work with the General Services Administration to update the Federal Procurement Data System-Next Generation to better track OT data. DOD should also establish controls to ensure the security of information.

Lawmakers Call for Preservation of CMO Position in FY 2021 NDAA

Several lawmakers have called on House and Senate leaders through a letter to retain the chief management officer position within the Department of Defense (DoD) as conference negotiations on the National Defense Authorization Act for fiscal year 2021 kick off. The letter was signed by 13 lawmakers, including Sens. Joe Manchin, D-W.Va., and Todd Young, R-Ind.

GAO: DoD Should Issue Guidance to Operationalize CMO’s Authorities, Responsibilities

A Government Accountability Office report says the Department of Defense must address three issues to fully institutionalize the responsibilities and authorities of the chief management officer to oversee the Pentagon’s business operations. GAO said in the report published on Thursday that DoD has yet to determine how the CMO will carry out its authority to direct military services on business reforms especially if there is disagreement with a department.

Lisa Hershman: DoD Eyes Category Management, Logistics to Find Savings in FY 2019

Lisa Hershman, acting chief management officer of the Department of Defense, told Defense News in an interview published Friday that DoD is focusing on five key initiatives to find greater savings in fiscal year 2019. Those programs are category management; information technology and business systems; procurement of goods and services in a different manner; health care management; and logistics and supply chain acquisition.

Bill Marion, deputy chief information officer at the U.S. Air Force, has said the service’s move to elevate the CIO role as part of a restructuring effort seeks to bring together information technology, data and business, Federal News Network reported Friday. His remarks came following the appointment of Matt Donovan, the branch’s undersecretary, as permanent CIO at the Air Force in addition to his role as chief management officer.
