GSA IG: Federal Acquisition Service ‘Ineffective’ in Administering Enterprise IT Modernization Contract

The General Services Administration’s Office of the inspector general released a report on Friday stating that the GSA Federal Acquisition Service’s ineffective contract oversight led to issues in the Enterprise Infrastructure Solutions transition effort. The IG said that FAS failed to ensure that the Transition Ordering Assistance task order met the requirements for the EIS information technology modernization initiative.

Crystal Philcox: GSA Advances New Contract-Writing System, Catalog Project Under ‘Federal Marketplace’ Strategy

Crystal Philcox, assistant commissioner of enterprise strategy management at the General Services Administration’s Federal Acquisition Service, said GSA has begun streamlining the acquisition process for buyers and suppliers as part of the Federal Marketplace strategy, FedScoop reported Tuesday. Philcox said at an ACT-IAC event on Tuesday that the strategy involves several projects including an update to the contract-writing systems, development of product catalogs, e-commerce portals and schedules consolidation.

GSA, Marine Corps Sign Performance-Based Agreement for Product & Service Acquisitions

The General Services Administration has agreed to help the U.S. Marine Corps buy technology platforms and logistics services through a performance-based contracting method.

Both parties also established the Partnership Agreement Council to identify methods to update information technology systems and manage supply chain operations for the service branch's procurement efforts, the GSA said Tuesday.

GSA’s Alan Thomas on Technology Modernization Fund, EIS Contract

Alan Thomas, commissioner of the General Services Administration’s Federal Acquisition Service, told Federal News Radio in an interview published Thursday about the factors he looks for in proposals for the next round of awards under the Technology Modernization Fund. “I’m always focused on if someone will spend money with an industry partner, I’m looking at what vehicle are they using, is it shovel ready, and I tend to be a little bit of stickler on payback,” he told the station’s Ask the CIO program.
