Incoming Administration Expected to Support Small Businesses With $400B Procurement Effort

Contracting opportunities for minority-owned and small businesses are likely to increase under the administration of President-elect Joe Biden given his campaign’s proposed $400 billion procurement effort. The Biden campaign’s website says the $400 billion plan seeks “to support small businesses and tackle inequities in the federal contracting system,” by expanding the Small Business Administration’s (SBA) 8(a) development program.

GAO: DoD Yet to Update Rules on LPTA Procurements

The Government Accountability Office has found that the Department of Defense will require over a full year to update its regulations through “lowest price technically acceptable” acquisition procedures. GAO said in its report that Congress required DoD and civilian agencies to revise its rules on using LPTA within 120 days.

GAO: Agencies Awarded Hundreds of Contracts to Companies with Tax Issues

The Government Accountability Office found that some agencies have “inappropriately” awarded more than 1,800 contracts to companies with unreported tax debts. GAO said Wednesday that the Army, Navy and the departments of Energy, Health and Human Services and Veterans Affairs made potential violations of federal regulations between 2015 and 2016 when they worked with contractors with delinquent debts and penalties for noncompliance with tax laws.

GAO Finds Issues in Energy Department’s Subcontractor Oversight

The Government Accountability Office called on the Department of Energy to improve oversight of its subcontractors after a recent review found that the department had failed to audit over $3.4 billion in subcontracts over the past 10 years. GAO issued a report on Tuesday highlighting the improper auditing process at DOE and the challenges in tracking subcontract ownerships in the department’s multi-billion dollar programs.
