House Panel Proposes $690B in Defense Discretionary Spending for FY 2020

The House Appropriations Committee introduced a draft spending bill that would authorize $690.2 billion in fiscal 2020 discretionary funds for the Department of Defense, reflecting an increase of $15.8 billion from the enacted discretionary budget for the current fiscal year. The committee said Tuesday the bill includes a base budget of $622.1 billion and $68.1 billion in overseas contingency operations funds – an increase of $15.6 billion and $165 million from current levels, respectively.

Report: DoD to Reprogram $1.5B in Funds for Border Wall

The Department of Defense is redirecting approximately $1.5 billion in funds allocated for several defense programs toward the Trump administration’s plan to construct 80 additional miles of border wall, The Washington Post reported Sunday. The funds will come from the Minuteman III intercontinental ballistic missile and surveillance plane program called Airborne Warning and Control System, according to a DoD document obtained by the Post.

Patrick Shanahan: DoD Budget Request Continues to Back National Defense Strategy

Acting Defense Secretary and 2019 Wash100 Award winner Patrick Shanahan said the Trump administration’s $718 billion budget request for the Pentagon for fiscal 2020 needs to continue to implement the National Defense Strategy, the Department of Defense website reported Tuesday. The proposed DoD budget will “reflect difficult, but necessary, decisions that align finite resources with our strategic priorities,” Shanahan said on Tuesday during his testimony before the House Armed Services Committee.

Overseas O&M Gets Funding Boost From DoD’s FY18 OCO Budget

Military operations and maintenance outside the U.S. received nearly 76 percent of the Department of Defense’s $66.8 billion total overseas contingency operations budget in fiscal year 2018, according to a new watchdog report. The Government Accountability Office said Monday that most of DoD's OCO funds went to in-theater base support operations, ship operations, equipment maintenance and repair, transportation and security forces training in the past year.

Officials Look for Military Overseas Operations Funding to Boost DoD Budget

Officials from the Congressional Budget Office said the proposed use of the Pentagon’s overseas contingency operations funds to avoid another defense budget cap might disrupt the agency's longer-term budget planning, Federal News Network reported Friday. Sen. Tim Kaine, D-Va., said OCO covers 73 percent of budget cap adjustments since 2013 and the 14 percent increase in the funding for the Department of Defense since 2012.

OMB’s Russ Vought: Trump Plans to Designate Additional Defense Spending as OCO in FY 2020 Budget

Russ Vought, acting director of the White House Office of Management and Budget, said President Trump plans to propose a fiscal 2020 budget to fund defense and national security priorities without raising the spending caps. Vought wrote in a commentary posted Monday for RealClearPolitics that the proposed budget will designate additional defense resources as overseas contingency operations funds, which are not subject to the budget caps.

DoD, ODNI Disclose FY 2018 Appropriated Funds for Military, National Intelligence Programs

The Defense Department and the Office of the Director of National Intelligence have released the aggregate amount of congressional appropriations for their respective intelligence initiatives in fiscal year 2018. DoD said Tuesday the total budget allocated for the department’s Military Intelligence Program reached $22.1B in FY 2018, including base and overseas contingency operations funds.

Reports: Senate OKs Fiscal 2019 Appropriations Package With $675B for Pentagon

The Senate on Thursday voted 85-7 to approve a package of bills that would appropriate $854B in funds for fiscal 2019, Reuters reported Thursday. Senate leaders on both sides of the aisle agreed to combine the appropriations bills for the departments of Defense, Health and Human Services, Labor and Education in order to facilitate the passage of the package in the upper chamber as they work to avoid a government shutdown by the end of September.
