NSWC Dahlgren-Issued OTA Presented at Recent Industry Event

Lt. Gen. L. Neil Thurgood: Army Close to Awarding Hypersonic Missile Launcher, Glide Body Dev’t Contracts

The U.S. Army plans to award two contracts for the development of a launching system and a glide body for its hypersonic missile in the coming weeks, Defense News reported Wednesday. Lt. Gen. L. Neil Thurgood, director of the service’s Rapid Capabilities and Critical Technologies Office, said the first contract will require the awardee to design and integrate a vertical launcher onto a trailer.

Ellen Lord: DoD Aims to Bring Together Investors, Companies via ‘Trusted Capital Marketplace’

Ellen Lord, undersecretary for acquisition and sustainment at the Department of Defense, said she approved a new program that “will convene trusted sources of private capital with innovative companies critical to defense industrial base and national security.” Lord, a 2019 Wash100 winner, said Friday in a press briefing the Trusted Capital Marketplace is a public-private partnership that seeks to launch a pilot program that will help small- and medium-sized firms produce "emerging defense and commercial technologies."

Steven Walker Discusses DARPA’s Acquisition Proces

Steven Walker, director of the Defense Advanced Research Projects Agency, told C4ISRNET in an interview published Wednesday about DARPA’s use of other transaction authorities in its artificial intelligence program. Walker, a 2019 Wash100 winner, said DARPA plans to continue using OTAs in other technology initiatives to speed up the acquisition process.

Jeff White on Army’s Use of Other Transaction Authorities

Jeff White, principal deputy to the assistant secretary of the U.S. Army for acquisition, logistics and technology, said the service is keen to use other transaction authorities to accelerate the acquisition process but wants to exercise caution when using OTA agreements, National Defense reported Wednesday. During the Tactical Wheeled Vehicles Conference in California, White said that he considers OTA a “highly effective business tool” for the service’s prototyping, research and production initiatives.

Navy Eyes Commercial Cloud Providers for Long-Haul Telecom Services; Will Stephens Quoted

The U.S. Navy plans to kick off a prototype project in the spring of 2019 to determine whether to outsource long-haul telecommunications support to one or more cloud service providers, Federal News Network reported Tuesday. The service currently relies on the Defense Information Systems Agency’s wide-area network for telecom services.

Former Hill Staffers on Factors Needed to Reinstate Tech Advisory Office in Congress

A few lawmakers have launched an effort to revive the congressional office of technology assessment and some congressional staffers believe that such an institution, if reinstated, should operate in a nonpartisan manner and with adequate funding to be effective, Nextgov reported Wednesday. The OTA, which had a budget of $25M and approximately 140 employees when it ceased operations in 1995, used to educate and advise lawmakers on technology issues ahead of congressional hearings.
