Former Hill Staffers on Factors Needed to Reinstate Tech Advisory Office in Congress

A few lawmakers have launched an effort to revive the congressional office of technology assessment and some congressional staffers believe that such an institution, if reinstated, should operate in a nonpartisan manner and with adequate funding to be effective, Nextgov reported Wednesday. The OTA, which had a budget of $25M and approximately 140 employees when it ceased operations in 1995, used to educate and advise lawmakers on technology issues ahead of congressional hearings.

Report: DoD Lacks Data on Effective Use of Other Transaction Authority

There is a lack of reliable data from the Pentagon to prove that the agency’s use of Other Transaction Authority to escalate development and acquisition of new technologies is effective, according to a new congressional analysis. The Congressional Research Service released its assessment report on Friday highlighting a “questionable reliability” of available data from the Department of Defense on how it manages OTA.

Ellen Lord Cites DoD Acquisition Reform Goals for 2019

Ellen Lord, undersecretary for acquisition and sustainment at the Department of Defense, has said one of her goals for calendar year 2019 is to revise the DoD Instruction 5000.02 policy, Defense News reported Thursday. “In 2019, one of my key objectives is to rewrite 5000.02,” she told reporters on Dec. 17.

Bill Marion: Air Force Aims to Unify Data, IT, Business Systems via CIO Restructuring

Bill Marion, deputy chief information officer at the U.S. Air Force, has said the service’s move to elevate the CIO role as part of a restructuring effort seeks to bring together information technology, data and business, Federal News Network reported Friday. His remarks came following the appointment of Matt Donovan, the branch’s undersecretary, as permanent CIO at the Air Force in addition to his role as chief management officer.

Ellen Lord: DoD to Issue Other Transaction Authority Handbook Later This Month

Ellen Lord, defense undersecretary for acquisition and sustainment, has said the Defense Department plans to introduce later this month a handbook on the use of other transaction authority, Inside Defense reported Thursday. "They are very, very important contracts to use, because you don't always know exactly what your requirement is," she said of OTAs during the annual Naval Submarine League symposium held Thursday in Arlington, Va.
