DOD OIG Audit Highlights Need for Proper Tracking of Other Transactions Awarded Via Consortia

A National Defense Industrial Association (NDIA) report on the defense industrial base’s health shows that the Department of Defense’s (DOD) use of other transaction authority (OTA) agreements to encourage non-traditional vendors to work with the Pentagon has surged in recent years. Analysts at Bloomberg Government said use of OTAs continued to rise in fiscal year 2020.

DPC Report: Pentagon’s OTA Obligations Hit $16.3B in 2020

An annual report by the Defense Pricing and Contracting (DPC) Agency shows that the Department of Defense (DOD) obligated $16.3 billion in funds on other transaction authority awards in 2020, up from the previous year’s $7.4 billion. Of the $16.3 billion, DOD spent $7.7 billion on OTAs related to COVID-19 pandemic response efforts, according to the report.

CSIS Report: Pentagon’s OTA Obligations Rose 75 Percent in FY 2019

A Center for Strategic and International Studies report stated that the Department of Defense’s (DoD) other transaction authority (OTA) obligations have climbed 712 percent since fiscal year 2015 and increased from $4.4 billion in fiscal year (FY) 2018 to $7.7 billion in FY 2019, reflecting a 75 percent rise.

Pentagon Begins Implementation of Increased Progress Payment Rates for Vendors
