Army Reorganizing TRADOC to Focus on Enterprise Multidomain Ops

Two units under the U.S. Army Training and Doctrine Command (TRADOC) that managed counter-unmanned aerial system (UAS) programs will discontinue operations in a push to transition funds from counterinsurgency activities to large-scale, multidomain combat operations. Legal challenges and implementation problems could emerge as a result of the potential merger of the Office of Personnel Management with the General Services Administration, Nextgov reported Tuesday. Recently, the White House submitted a legislative proposal to Congress to reorganize OPM into GSA and establish a new office of federal workforce policy within the Office of Management and Budget. The office will be headed by a non-Senate confirmed appointee with the rulemaking authority.

White House Introduces Legislative Proposal to Reorganize OPM Into GSA

The White House sent a bill to Congress to authorize the transition of the Office of Personnel Management to the General Services Administration, Government Executive reported Thursday. Russell Vought, acting director of the Office of Management and Budget, wrote a letter to House Speaker Nancy Pelosi (D-California) saying the proposal seeks to move OPM’s functions and resources to GSA, including information technology, human resources, health and insurance services.

Margaret Weichert: White House to Propose Legislation to Transition OPM to GSA

Margaret Weichert, acting director of the Office of Personnel Management, said the White House is introducing a measure to authorize the move of OPM to the General Services Administration on Friday, FCW reported Tuesday. OPM will run as a third service division within GSA under the proposed reorganization, which comes as OPM faces a budget deficit of $70 million as a result of the National Background Investigations Bureau’s transfer to the Pentagon as well as issues concerning legacy information technology systems.
