Donald Kettl: Proposed OPM Reorganization Could Lead to Legal Challenges

Legal challenges and implementation problems could emerge as a result of the potential merger of the Office of Personnel Management with the General Services Administration, Nextgov reported Tuesday. Recently, the White House submitted a legislative proposal to Congress to reorganize OPM into GSA and establish a new office of federal workforce policy within the Office of Management and Budget. The office will be headed by a non-Senate confirmed appointee with the rulemaking authority.

Matthew Donovan Named Acting Air Force Secretary

Matthew Donovan, undersecretary of the U.S. Air Force, will serve as the service’s interim secretary, effective June 1, the Department of Defense said in a news release published Wednesday. He will assume the responsibilities of Air Force Secretary and 2019 Wash100 winner Heather Wilson, who will step down from her post to join the University of Texas at El Paso as president.

AFRL, Universities Form Additive Printing Partnership for Aircraft, Spacecraft Structures

The U.S. Air Force Laboratory's composites branch partnered with the University of Miami, Louisiana Tech University, University of Arkansas and the University of Texas to highlight the application of 3D printed carbon fiber and epoxy components on air and spacecraft structures. AFRL also performed joint projects with international allies to craft lightweight core structures that can hold the payload through the use of composite printed materials, the Wright Patterson Air Force Base said on Friday.
