Dyncorp Wins NAWCAD IDIQ Contract to Provide Aircraft Services; Joe Dunaway Quoted

Dyncorp International (DI) has been awarded a $32.5 million firm-fixed price, cost reimbursable Indefinite Delivery Indefinite Quantity (IDIQ) contract from the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Md., to continue to provide organizational, selected intermediate, and limited depot level maintenance and logistics services.

“We’ve held this contract since 2015 and are excited to continue our work to help train the Navy warfighter at Fallon,” said Joe Dunaway, president of DynAviation. Under the contract, DI team members will deliver maintenance and logistics services to in support aircraft fleets, including the F/A-18A-F, EA-18G, MH-60S, F-16A/B and E-2C.

DI will support daily training missions with the F-16 Viper, F-18 Hornet and Super Hornet, EA-18G Growler, E-2C Hawkeye and the MH-60S Seahawk. The company will also conduct scheduled and unscheduled maintenance on over 40 individual aircrafts.

Work will be performed at the Naval Aviation Warfighting Development Center (NAWDC) in Fallon, Nev. The contract begins Feb. 1, 2021 and is expected to be completed in September 2021. NAWDC at Naval Air Station Fallon supports naval aviation training and tactics development.

In Nov. 2020, Amentum acquired DI to accelerate Amentum’s growth into key new markets such as aviation support services, contractor logistics support, intelligence solutions and training. The combined companies are delivering enhanced capabilities for their customers, including a full suite of logistics and aviation services to support critical missions.

AppCensus to Develop Contact Tracing App Testing Suite for DHS

California-based startup company AppCensus has received $198,600 in funds from the Department of Homeland Security through the first phase of the Silicon Valley Innovation Program to build testing and validation tools for digital COVID-19 contract tracing applications.

AppCensus will develop an automated mobile app testing suite to ensure the security of digital contact tracing tools on smartphones, DHS said Monday.

The company will develop the suite through a platform designed to assess mobile apps' runtime behaviors, privacy and security risks. AppCensus will also deliver a free public microsite that will publish results from contact tracing apps.

"Once adapted and enhanced, the AppCensus platform will provide reports based on consistent tests using openly developed criteria of publicly available digital contact tracing applications to make it easy for people to understand potential privacy and security risks," said Anil John, SVIP technical director at DHS' science and technology directorate.

NAWCAD Introduces Augmented Reality Tech for Engineers, Maintainers; Aristides Staikos Quoted

The U.S. Navy's Naval Air Warfare Center Aircraft Division (NAWCAD) is working on augmented reality headset applications to help engineers communicate with engineers worldwide to repair and maintain the service branch's platforms and air vehicles.

The Augmented Reality Remote Maintenance Support Service (ARRMSS) is a portable suite that employs augmented reality headsets to connect two users from any location worldwide through a virtual environment, the Naval Air Systems Command said Monday.

ARRMSS consists of a headset, a remote wireless access point and a tablet and can operate on low-bandwidth networks. Users can share files and photos and communicate verbally with one another through holograms superimposed on any equipment.

"We’re working to an aggressive developmental schedule – ARRMSS went from proof of concept to working prototype in less than two years, and we’re ready to start beta-testing the product worldwide," said Aristides Staikos, AR research and development engineering lead at NAWCAD Lakehurst.

NAWCAD tested ARRMSS across the East Coast of the U.S. and is set to enter the next phase for the system. The suite is slated to enter production in 2023.

Air Force Eyes Updated Health Monitoring Devices, More Technicians for Special Warfare Training

The U.S. Air Force is looking into modifying devices that the service branch uses to help train Airmen seeking to participate in special warfare missions, National Defense Magazine reported Tuesday.

The Air Force’s  human performance support group for special warfare operations deploys devices to monitor the health and physiological state of trainees as part of the service’s Assessment and Selection Course and Special Warfare Preparatory Course.

In the coming months, the human performance squadron will work to update data visualization features on devices for real-time performance tracking. The devices collate historical data including information on injuries and training setbacks.

Lt. Col. Shawnee Williams, commander of the human performance squadron, said her team is looking to expand the group of technicians for human performance at designated locations.

“Our goal is to provide our students with an agile training pipeline that provides tools and knowledge that helps prevent injuries during training and throughout their careers,” said Chief Master Sgt. Joshua Smith, manager of the Special Warfare human performance program, in a statement obtained by the publication.

Established in 2018, the human performance support group operates from the Special Warfare Training Wing within Joint Base San Antonio-Lackland in Texas.

Adm. Michael Gilday: Unmanned Vessel Program to Strictly Use Tested Tech Only

Adm. Michael Gilday, chief of naval operations, said he wants the service to equip new unmanned vessels only with proven technologies, to avoid issues in development. Gilday said this approach aims to avoid problems the Navy experienced with littoral combat ships due to using untested equipment, Breaking Defense reported Monday.

The service branch will identify its technology priorities for the new vessels under the Unmanned Campaign Plan. Adm. Gilday also told Breaking Defense he wants the unmanned vessels to integrate with the command and control networks of other domains, instead of relying on separate C2 systems.

The unmanned vessels must align with the Navy's Project Overmatch, an effort to develop a C2 network compatible with the Department of Defense's (DOD) planned Joint All-Domain Command and Control (JADC2) concept.

DOD envisions JADC2 as an integrated network of sensors and situational awareness systems across all military domains.

Denis McDonough Confirmed as VA Secretary

Denis McDonough, formerly chief of staff to Barack Obama, has been Senate-confirmed to become secretary of veterans affairs, NPR reported Monday.

A Senate meeting on Monday resulted in an 87-7 vote in favor of McDonough, President Biden’s nominee to lead the Department of Veterans Affairs (VA). McDonough was the deputy national security adviser during the Obama administration and also served in the former president’s transition team.

The newly appointed VA secretary also advised Tom Daschle, who was the Senate democratic leader, on foreign policy. McDonough, as VA secretary, will oversee efforts to distribute COVID-19 vaccines to the country’s veterans.

Alion to Participate in USAF AFWERX Reimagining Energy for the DoD Challenge

Alion Science and Technology will be a participant in the U.S. Air Force AFWERX Reimagining Energy for the Department of Defense (DoD) Challenge, the company reported on Tuesday. 

"Alion is honored to be included in this showcase and excited to be able to demonstrate our technology and solutions to support such an important global DoD energy effort," said John Eubank, Alion's director of Artificial Intelligence (AI).

As a participant, Alion will pitch innovative ideas to a panel of evaluators and subject matter experts, which will help the DoD reimagine the ways to generate, transmit, store and use energy. Alion's subject matter experts will present Fortis AI and Big Data Platform (BDP) technologies and solutions. 

The company’s Fortis AI is an algo gymnasium for the rapid processing of text- based data sets, leveraging a highly scalable cloud-based architecture. BDP is a government-owned knowledge management platform for securely processing large data sets at the speed of DoD operations. 

BDP and Fortis AI provide a comprehensive architecture for storing, processing and deriving value from the DoD's Energy Data. Alion’s offerings develop a knowledge management capability for Energy Data Scientists to explore DoD energy policy, education, usage and other data sets. 

Alion’s offerings will also provide recommendations and solution implementation to enable and monitor change in the DoD Energy Culture. AFWERX recently launched the Reimagining Energy for the DoD Challenge to help reduce the U.S. military's reliance on fossil fuels. 

The Air Force’s  innovation arm has also aimed to accelerate its shift toward renewable and resilient energy sources. AFWERX effort has aligned with the DoD's mission to deter conflict and ensure the nation's security, and will work to advance the clean energy industry.

"This is a phenomenal opportunity to apply Alion's expertise to solve and contribute to the future of resilient energy production, transmission, use and storage for the DoD and to come together with other leader's in the energy industry to solve this global issue,” Eubank added.

Kathy Warden, Northrop Grumman CEO, Explains Defense Tech Development

Kathy Warden, chief executive officer of Northrop Grumman and 2021 Wash100 Award recipient recently addressed how the development of defense technologies will drive industry mergers and acquisition (M&A) activity over the next two decades. Additionally, this development spike will present new entrants in the realm of cyber and artificial intelligence (AI), as well as increase government-industry collaboration.

“As a result I believe the industry will look different in terms of its composition. There’ll be more consolidation,” Warden said. “There will also be more new entrants and so it’s hard to say there will be fewer players, but the ones that exist today will likely continue to consolidate as we have seen in recent years, and we’ve seen in other cycles.”

Warden projected that companies will adapt commercial AI and machine learning (ML) applications for military surveillance and command and control. As the nation competes in the modern-day space race, Warden urged the Biden administration to continue advancements in this market. 

“Many nations are demonstrating the capability to both operate in space but also have anti satellite capability, so what we need to focus on is putting in place the norms and technologies that allow us to have freedom of operation in the space domain,” Warden added.

In Jan. 2021, Northrop Grumman reported that its Space Systems segment led the company’s sales for both the fourth quarter of 2020 and for the full year. The segment was driven by a higher volume of classified programs as well as the Next-Gen Overhead Persistent Infrared and NASA Artemis programs.

Additionally, Warden defended the country’s current track on nuclear modernization, noting that the nation’s triad of nuclear weapons is “very important to keeping the peace.” She added that the aerospace and defense industry provides platforms like the F-35 fighter as “an aid to diplomacy” and interoperability among allies.

“It’s hard for anyone to say what would have happened had we not had ICBMs over the last 50 years,” she said, “but lots of very smart statesman, military personnel and civilians alike have studied this through multiple nuclear posture reviews and come out believing that the best posture for our nation is continuing to move forward with the modernization of all three legs of our triad.”

Raj Iyer on Plans to Establish Army’s Digital Governance Body

Raj Iyer, chief information officer of the U.S. Army and a 2021 Wash100 Award winner, said he plans to create a council that will advise the Army on digital decision-making.

Iyer’s proposed Army Digital Oversight Council will be headed by the CIO and include representatives from other major commands and information technology stakeholders across the service. The governance body will directly report to the Army’s vice chief of staff and undersecretary.

According to Iyer, the Army’s reorganized structure will ensure an enterprise approach to decision-making and help the CIO’s office put more focus on the service's IT modernization priorities. He added that decentralizing IT spending across the Army leads to overspending by $2 billion annually.

Ryan McCarthy, outgoing secretary of the Army and a 2020 Wash100 Award recipient, has already shown approval on the new structure but is yet to formalize it, Iyer noted.

“This is all about change management and asking the Army to do something that it has never done before, so I’m taking the time to talk to my peers and to the four-star commanders to get their buy in,” said Iyer.

Report: Senate Issue Causes $9B Cancelation in Technology Modernization Fund

Congress members have canceled a $9 billion boost in the next planned COVID-19 relief package for the Technology Modernization Fund (TMF). The cancelation follows petitions made in January by Rep. Carolyn Maloney, D-N.Y., and Rep. Gerry Connolly, D-Va., for TMF increases in support of cybersecurity and information technology projects.

Maloney and Connolly chair the House Oversight Committee and its subcommittee on government operations, respectively. A congressional source noted that Sen. Kyrsten Sinema, D-Ariz., had issues with the supposed TMF boost.

The same source said Congress is now planning to use the $9 billion TMF funds for future legislation.
