US Army, Howard University Introduce AI Research Hub

The U.S. Army partnered with Howard University to launch a facility that will study and develop artificial intelligence-based technologies for multidomain military operations and civilian applications.

The Howard University Center of Excellence in Artificial Intelligence and Machine Learning will introduce scholarships for science, technology, engineering and mathematics as part of the Army corporate laboratory's efforts to grow its workforce, the service branch said Monday.

The facility will explore the fundamentals of trustworthy approaches, infrastructure for AI research and development efforts as well as AI applications for the Department of Defense (DoD). The center will be led by Howard’s Prof. Danda B. Rawat, professor of computer science and director of Howard’s Data Science & Cybersecurity Center.

"Diversity of science and diversity of the future S&T talent base go hand-in-hand in this new and exciting partnership," said Brian Sadler, senior research scientist for intelligent systems at the Army.

DoD invested $7.5 million for the research center.

KBR Raises Over $532K to Support COVID-19 Frontline Workers; Stuart Bradie Quoted

KBR has raised more than $532 thousand for nine local and national charities at its 14th annual charity golf tournament, the company reported on Monday. The tournament has raised over $6.5 million for nonprofit organizations that support health, education and safety, since its launch in 2007.

“In these times, it’s especially important that we give back to our communities,” said Stuart Bradie, KBR president and CEO. “KBR is contributing $250,000 directly to front line workers that have sacrificed so much for our communities this year, and we’re honored to stand shoulder to shoulder with these men and women.”

KBR’s 2020 charity has focused on health care workers and first responders that have helped combat the COVID-19 pandemic. In addition, the tournament supported other organizations whose missions are focused on keeping communities safe, preserving the environment and supporting veterans.

This year’s charitable recipients include: St. Jude Children’s Research Hospital; Houston Fire Department; Houston Police Department; Buffalo Bayou Partnership; Galveston Bay Foundation; Impact a Hero; The Chester Pitts Charitable Foundation; Houston Methodist Hospital Foundation; and Memorial Hermann Foundation.

“KBR’s young professionals always make the Charity Golf Tournament a tremendous success and this year is no different. 2020 has been challenging in so many ways, so it means a great deal to me, and to KBR, that we were able to move forward with this event and I am especially proud of the work our team put in to ensuring the safety of each participant,” Bradie concluded.

VMware Reports Q3 FY 2021 Results; Pat Gelsinger Quoted

VMware has announced financial results for the third quarter of fiscal 2021, reporting revenue for the third quarter of $2.86 billion, an increase of eight percent from the third quarter of fiscal 2020. The combination of subscription and SaaS and license revenue was $1.32 billion, an increase of ten percent from the third quarter of fiscal 2020.

“Q3 was another good quarter for VMware, and we’re pleased with our results,” commented Pat Gelsinger, CEO, VMware. “As customers navigate through these unprecedented times, our focus remains on delivering the digital foundation for an unpredictable world. We continue to shape the future in areas that are top priority for every business–from app development to multi-cloud to security and digital workspaces.”

VMware’s subscription and SaaS revenue for the third quarter was $676 million, an increase of 44 percent year-over-year, representing 24 percent of total revenue. GAAP net income for the third quarter was $434 million, compared to $407 million for the third quarter of fiscal 2020. 

Non-GAAP net income for the third quarter was $704 million, or $1.66 per diluted share, up 17 percent per diluted share compared to $602 million, or $1.42 per diluted share, for the third quarter of fiscal 2020.

GAAP operating income for the third quarter was $428 million, an increase of 15 percent from the third quarter of fiscal 2020. Non-GAAP operating income for the third quarter was $888 million, an increase of 17 percent  from the third quarter of fiscal 2020. Operating cash flow for the third quarter was $992 million. Free cash flow for the third quarter was $908 million.

RPO for Q3 totaled $10.2 billion, up 10 percent year-over-year. Excluding the impact in the third quarter of fiscal year 2020 of unearned revenue assumed in the acquisition of Carbon Black, which negatively impacted the year-over-year growth rate by 5 percentage points, total revenue plus sequential change in total unearned revenue decreased 4 percent year-over-year.

“Subscription and SaaS revenue increased 44 percent year-over-year in Q3 and surpassed license revenue for the first time,” said Zane Rowe, executive vice president and CFO, VMware. “VMware will continue to invest in and focus on further expanding our Subscription and SaaS portfolio, which we believe will drive company growth, customer satisfaction and shareholder value.”

VMware is raising full-year fiscal 2021 total revenue guidance to $11.7 billion and increasing GAAP net income per diluted share to between $4.17 and $4.27 with non-GAAP net income per diluted share of $7.03.

Jacobs CMS Business Names LTG Bruce Crawford as SVP of Strategic Development; Dawne Hickton Quoted

Jacobs has appointed retired Army LTG Bruce Crawford as senior vice president of Strategic Development for the company’s Critical Mission Solutions (CMS) line of business. Crawford will provide strategic leadership, vision and focus to support growth and innovative solutions across the company’s client base within CMS.

"Lieutenant General Crawford is an inspiring thought leader that brings a depth of strong leadership experience to our Critical Mission Solutions business strategy," said Jacobs executive vice president and COO of Critical Mission Solutions Dawne Hickton, who is also a 2020 Wash100 Award recipient. 

Crawford is the former Army chief information officer (CIO), and will bring over three decades of experience to Jacobs. He has expertise across national security, enterprise information technology (IT) and cybersecurity. 

Most recently he served as the principal enterprise IT and cybersecurity policy advisor to the Secretary of the Army and the Army Chief of Staff, and has held a variety of operational and strategic leadership positions in every major theater of operations including North America, Europe, the Pacific and Southwest Asia.

Crawford holds a Bachelor of Science degree in Electrical Engineering and Master of Science degrees in both Administration and National Resource Strategy. A decorated combat veteran, Crawford was also named 2020 Black Engineer of the Year by the Black Engineer of the Year Association (BEYA).

Report: Army, Northrop Await Production Approval for Battle Command System

A U.S. Army spokesperson said documents that will inform the Department of Defense’s Milestone C decision on an air defense command-and-control weapon system Northrop Grumman is developing for the service branch are in the final review stage, Defense News reported Tuesday.

The report noted administrative challenges have caused delays in DoD’s production approval process related to the Integrated Air and Missile Defense Battle Command System program.

Defense Acquisition Board members agreed with a determination that IBCS met engineering and manufacturing development requirements and received instruction from Pentagon acquisition chief Ellen Lord  to perform a follow-on document review within 30 days, according to the publication.

Northrop demonstrated the potential of its system to fuse sensor data and engage multiple targets during a flight test held in August as part of a limited user test with the Army.

The branch has invested $2.7B in IBCS development efforts to date, the report said.

CBP to Expand Use of Facial Recognition Tech in Entry-Exit Process

The Customs and Border Protection (CBP) has proposed to amend rules to expand the use of facial recognition systems to improve the process of verifying the identity of foreign visitors arriving and departing from airports, sea ports and land ports.

A notice of proposed rulemaking published Thursday in Federal Register says current regulations limit CBP’s capacity to perform biometric exit pilot programs to 15 airports and maritime ports and the proposed rule change will allow the agency to broaden the collection of biometrics from foreign travelers departing from those sites. 

The Department of Homeland Security's (DHS) CBP plans to initially implement the proposed entry-exit process using facial recognition at commercial airports and collect photographs from all foreign travelers regardless of their age. 

“Full implementation at for land and sea ports of entry will follow after CBP has tested and refined its biometric exit strategies in those environments,” the notice reads. 

Comments on the proposed rule change are due Dec. 21.

JAIC’s Lt. Gen. Michael Groen: More Computing Capacity Needed to Advance AI

Lt. Gen. Michael Groen, director of the Department of Defense’s Joint Artificial Intelligence Center, said he believes access to more computers and other resources could help JAIC accelerate efforts to exploit DoD’s large datasets and bring AI tools to warfighters faster, Nextgov reported Tuesday. 

“The cost is a limiting factor, certainly a limiting factor for the JAIC. And we don’t have that big of a budget,” Groen said. “We have a capacity issue, like how fast can we get to all of the people who need AI across the Department? We were going to run as fast as we can but our duty cycle is going to be… we’re going to be working out butts off.” 

Groen said he believes AI could help combatant commanders make decisions on the battlefield and transform DoD’s strategies, planning and operations. 

He said he expects incoming Pentagon leaders to continue to prioritize AI and see how the technology could transform operations. 

“I think with leadership from the top within the Department that’s really focused on: ‘Okay, we agree that artificial intelligence and information-age decision-making can really facilitate our transformation and it’s necessary.’ With leadership that’s focused like that, we’ll get to where we want to go,” Groen said.

Coast Guard to Field Cloud-Based Maritime Analytic Support System

The U.S. Coast Guard plans to implement an updated system in the cloud to help facilitate information sharing, improve security and enhance data management needed to carry out its missions and promote maritime domain awareness. 

The service plans to modernize the Maritime Awareness Global Network or MAGNet with the cloud-hosted Maritime Analytic Support System to improve system access authentication processes, update user interfaces and “ingest new data sources on an as-needed basis."

The cloud-based MASS platform will allow the Coast Guard to “apply new technologies to better tag data for retention, access, and use purposes,” the notice reads. The system will also help the service execute its 11 statutory missions by providing access to maritime data, storage and basic individual and vessel search capabilities. 

The Department of Homeland Security issued the notice of proposed rulemaking to exempt MASS from certain provisions of the Privacy Act of 1974. 

Comments on the notice are due Dec. 23.

DoD Funds Projects to Address Defense Industry Manufacturing Gaps

The Department of Defense (DoD) has issued awards worth almost $27 million for nine projects that will prototype manufacturing technologies in support of the defense industrial base.

The investment supports the National Imperative for Industrial Skills initiative that aims to address the engineering skills gap in the defense industry, DoD said Monday.

The department selected projects froma five-year request for proposals launched earlier this year.

“I am confident that this effort will enable greater stakeholder cooperation across the U.S. industrial base and encourage more partners to come forward to join the effort to drive sufficient scale and velocity into our industrial workforce development pipelines, all with the end goal of elevating U.S. manufacturing to world-leading status," said Adele Ratcliff, the director of DoD's Industrial Base Analysis and Sustainment program office that runs the initiative.

DoD plans to issue more awards in fiscal 2021, in addition to the existing ones that awarded to parties in Alabama, Connecticut, Missouri, Tennessee, Virginia, Illinois, Rhode Island, New Hampshire and Texas.

The department expects the initiative to support the country's production and procurement of missiles, naval ships, aircraft and other defense systems.

FAA Sets Criteria for Complex UAS Service Certifications

The Federal Aviation Administration (FAA) has published a set of criteria to guide proposed unmanned aircraft system certification across 10 different drone service applicants. 

FAA said Monday that its proposed airworthiness criteria are made to standardize safety in the same way done by standards for other aircraft types.

The proposed criteria would apply to drone services operated by 3D Robotics, Airobotics, Amazon, Flirtey, Flytrex, Matternet, Percepto, Telegrid, Wingcopter and Zipline.

The agency will use the criteria to determine the certification of the mentioned companies for complex drone operations. FAA invites the public to comment on airworthiness criteria for each of the applicant companies over a 30-day period.
