LexisNexis Risk Solutions has been named as a leader among risk-based authentication (RBA) providers because of the company’s security and risk strategy, LexisNexis reported on Wednesday. 

"We believe Forrester's ranking us as a leader stands as a proof point that LexisNexis Risk Solutions is making good on our long-term vision to help our customers gain a 360-degree view of an identity," said Kimberly Sutherland, vice president of fraud and identity strategy at LexisNexis Risk Solutions.

LexisNexis has continued to improve its fraud prevention throughout the year, receiving the highest score in the risk-based authentication report’s Strategy category. The company received the highest marks possible in 13 of 16 criteria including execution roadmap, market approach, biometrics plans, support engineers, professional services and partner ecosystem.

"We're proud of where we stand in the industry and the gains we've made in recent years through organic product enhancements complemented by several strategic acquisitions, which have made our offering truly comprehensive," added Sutherland. 

The company also received the highest score possible in four of the Current Offering criteria evaluated, including rule management, statistical decisioning, device scale and user scale. The LexisNexis Risk Solutions vendor profile has outlined the company's acquisition and integration of the LexisNexis ThreatMetrix device reputation and online fraud management solution. 

LexisNexis was also recognized for the company’s identity verification, risk-based authentication and transaction monitoring onto one platform by integrating traditional physical identity with digital identity capabilities.

The company expanded its fraud and identity solution growth strategy through its acquisition of ID Analytics and Emailage. The company announced the acquisition of Emailage in Feb. 2020. 

Emailage will become a part of the Business Services group of LexisNexis Risk Solutions. The company has helped organizations reduce online fraud by building multi-dimensional profiles associated with customer email addresses to render predictive risk scores.

The acquisition will enhance the LexisNexis Risk Solutions Fraud and Identity Offering through Emailage's Email Intelligence-Based Fraud Risk Scoring Solutions. Emailage's network database will improve LexisNexis’ Digital Identity Network, which analyses an average of 39.9 billion transactions annually to provide organizations with actionable insight into the world's rapidly changing threat landscape.

Sutherland added, "Our key differentiator is that we offer our customers a full suite of risk assessment and authentication tools that allows them to receive real-time and on-demand insights. These shared insights place our customers in a solid position to fight fraud while providing a positive consumer experience."

Bechtel has announced that the company’s construction team completed the installation of a cooling water tank on Plant Vogtle Unit 3, the first of two new nuclear units under construction in the Unites States, in Waynesboro, Ga., the company reported on Wednesday.

“This is a significant day on the project because this is the last big, heavy lift for Unit 3,” said Bechtel Project Director Brian Reilly. “I am extremely proud of the team that completed this milestone task. They safely delivered an impressive milestone in challenging circumstances for our customer.”

The 35-foot Passive Containment Cooling Water Tank module has an outer diameter of 85 feet. The tank module, including the outfitting and rigging, weighs more than 720 thousand pounds and was assembled at ground level in one year.

The tank will play a major role in the AP1000’s safety systems. The water tank system does not require active intervention from the operator or electricity in order to bring the reactor to a safe shutdown state.

Bechtel’s tank will hold approximately 750 thousand gallons of cooling water ready to flow down into the containment vessel in the event of an emergency, and will retain operability in the event of lost external power. The water could also be directed to top off the spent fuel pool, while the tank itself can be refilled from water stored elsewhere on site.

Bechtel will continue construction of Vogtle Units 3 and 4 under the management of Southern Nuclear, the Southern Company subsidiary that operates the existing two units at Plant Vogtle. Vogtle Units 3 and 4 are the first Westinghouse AP1000 units to be built in the U.S.

“This is an important milestone for the project and signifies the topping out of the Shield Building for the unit,” added Reilly. “We continue to make progress on the project as we transition these units closer to operation. We are proud to be a part of building the future of nuclear power in the United States.”

In addition to the work Bechtel has completed at Unit 3, the company-led construction team placed the massive reactor building dome on Unit 4, the second of Plant Vogtle’s Units 3 and 4, the company announced in April 2020.

Bechtel’s nuclear reactor weighs approximately 1.5 million pounds and measures 130 feet in diameter and 37 feet tall. The dome is the roof of the high-integrity steel structure that contains Unit 4’s nuclear reactor, comprising 58 large plates. Setting was completed March 27, following a complex rigging operation.

The placement follows the installation of Unit 4’s nuclear steam supply system — the reactors, reactor coolant pumps, steam generators, pressurizer and associated piping. These are the essential elements of the unit’s nuclear power system, used to generate the steam needed to drive the unit’s turbine generator to produce electricity.

Bechtel has completed over 74 thousand megawatts of new nuclear generation capacity and has performed engineering and construction services on more than 80 percent of nuclear plants in the United States and 150 plants worldwide.

Jacobs has been awarded a $28 million contract to design and build a new Commercial Vehicle Advanced Propulsion Laboratory for Ford at its Dunton Campus and U.K. headquarters in Essex, the company reported on Wednesday. 

"The new laboratory will support Ford's U.K. and European commercial vehicle leadership and enable Ford to stay at the forefront of new vehicle technologies, including electrification of its product portfolio," said Jacobs Critical Mission Solutions senior vice president, Steve Arnette. 

Ford has projected that the new facility will be fully operational by early 2021. The $28 million award will include completion of the engineering, construction and commissioning of the new facility working with the Ford Dunton team and its key test equipment supplier.

The Commercial Vehicle Advanced Propulsion Laboratory will extend the existing facilities and include powertrain noise, vibration and harshness (NVH) test chambers. The chambers will serve as a testing area for electrification technologies and a new cold cell test room. 

Jacobs has supported Ford on the development with initial studies, engineering and planning support since 2018 and recently completed the refit of three state-of-the-art engine test rooms at the Dunton facility. 

"We are applying Jacobs' broad research and development design and construction capabilities to deliver a total solution to Ford for this technically advanced facility," added Arnette.   

In addition to the engineering support that Jacobs will provide for Ford’s facilities, the company recently secured a potential nine-year, $166 million architect and engineering design services contract to  help the Federal Aviation Administration (FAA) replace, modernize and sustain the National Air Space (NAS), Jacobs announced in May 2020. 

Under the contract, Jacobs will provide support at the NAS infrastructure, which is operated by the FAA's Air Traffic Control Facilities and Engineering Services group and includes Air Route Traffic Control Centers, Airport Traffic Control Towers, Terminal Radar Approach Control facilities, unstaffed structures such as radar towers and other FAA owned, operated or sponsored facilities.

Beth Cappello, acting chief information officer at the Department of Homeland Security (DHS), said cloud has played a key role in helping DHS ensure continuity of operations during the coronavirus pandemic, FedScoop reported Tuesday.

“So when I, when I think about where we are right now, those situations where my predecessors had migrated workloads to the cloud infrastructure and had put in additional capability, that’s all paying dividends for DHS and our ability to continue operations right now,” she said during a recent SNG Live virtual event.

DHS has more than 70,000 employees teleworking on a daily basis and Cappello said the cloud’s scalability and flexibility helped telecommuting possible. Cappello highlighted the importance of Trusted Internet Connections 3.0 and shared her insights on DHS’ approach to zero trust.

“And I think that’s going to change dramatically the way that we approach security, right, as we do enhanced cloud adoption and we’re looking at the different ways to use these technologies, wherever we are,” she said of zero trust. “We’re going to have to be more mindful of the security architectures and they have to change to keep up.”

Christopher Krebs, director of the Cybersecurity and Infrastructure Security Agency (CISA) and a 2020 Wash100 Award winner, and Federal Communications Commission (FCC) Chairman Ajit Pai have asked governors through a joint letter to provide the communications industry and its workers access to resources as they work to continue to keep citizens connected during the coronavirus pandemic.

FCC said Tuesday that Krebs and Pai called on state leaders to consider reviewing CISA’s updated guidance on 911 centers and essential critical infrastructure workforce during the pandemic.

They also asked governors to declare certain communications infrastructure and entities essential to COVID-19 response efforts, distribute personal protective equipment to communications personnel, understand the role of customer service employees in communications retail sector in addressing clients’ remote emergency communications needs and facilitate repair and maintenance of communications services and infrastructure.

“As our nation continues to respond to COVID-19, our ability to maintain reliable and consistent communication is vital,” Krebs said. “We commend industry on making the investments to ensure the nation’s telecommunications infrastructure was ready for this moment and CISA is committed to ensuring the sector has the support and resources needed to continue operating.”

Government and industry should collaborate on next-generation 911 projects and communications network infrastructure.

“We urge state leaders, who are playing a critical role in protecting their communities, to consider the recommendations we are making today to ensure that communications networks and services remain available to the public and first responders,” Pai said.

Lt. Gen. Jack Shanahan, director of the Department of Defense’s (DoD) Joint Artificial Intelligence Center (JAIC) and a 2020 Wash100 Award winner, said JAIC has begun using the Air Force’s Cloud One platform to support its AI work, Federal News Network reported Tuesday.

“The lack of an enterprise cloud solution has slowed us down, there’s no question about that,” Shanahan said during an AFCEA-hosted webinar. “We had to do a lot of background work to make sure [Cloud One] could handle our DevSecOps, tools, plans, platforms, but it looks very promising right now.”

JAIC plans to leverage the service’s Cloud One component, Platform One, that offers DevSecOps as a managed service to Pentagon customers and uses both Amazon’s and Microsoft’s cloud offerings to come up with new “software factories.”

The center is supposed to be one of the first organizations to transition to DoD’s Joint Enterprise Defense Infrastructure cloud program, which faces legal challenge.

The U.S. Navy has completed acceptance trials for an Independence-class littoral combat ship built by Austal USA. The future USS Oakland (LCS 24) underwent various system tests and performed underway and in-port maneuvers at the Gulf of Mexico to clear the trials, the Navy said Friday.

The vessel also completed critical capability tests such as a combat system detect-to-engage sequence, steering and an anchor drop test. Once it gets commissioned, LCS 24 will be stationed at San Diego along with other Independence-class ships.

Four Independence-class units are currently constructed at Austal USA’s facility in Alabama, while the future USS Mobile (LCS 26) is now on its final assembly phase. The company has made preparations to build the future USS Pierre (LCS 38), USS Kingsville (LCS 36) and USS Augusta (LCS 34).

GAO Releases Federal Financial Benefits Report

The Government Accountability Office (GAO) has released a report on the federal government’s cost savings and found that the Department of Defense (DoD) could make significant savings by accurately measuring and mitigating unfinished military depot work.

The report, titled “Additional Opportunities to Reduce Fragmentation, Overlap, and Duplication and Achieve Billions in Financial Benefits”, states that the federal government saved $429 billion by addressing 79 percent of GAO recommendations over the past decade. However, GAO identified 168 new actions that Congress or other agencies in the executive branch must address to improve efficiency in new and existing mission areas.

Existing GAO recommendations include reforms in vessel acquisition practices at the Department of the Navy and better oversight of disaster relief funds at the Office of Management and Budget.

The new recommendations cover information technology improvements to support agency functions such as screening and enrollment procedures at the Centers for Medicare and Medicaid Services (CMS) and public health emergency programs at the Department of Health and Human Services (HHS).

“While Congress and executive branch agencies have made progress toward addressing actions that GAO has identified since 2011, further steps are needed,” the watchdog said. “Addressing the remaining actions could lead to other benefits as well, such as increased public safety, and more effective delivery of services.”

The U.S. Air Force (USAF) plans to submit to Congress a revised version of its report on proposed alternatives to the U.S. Space Force’s procurement strategies, SpaceNews reported Sunday.

Ann Stefanek, a spokeswoman for the Air Force, said in a statement obtained by the publication that the service branch is working with the Department of Defense (DoD) and interagency partners to finalize the report tiled  “Alternative Acquisition System for the United States Space Force”.

The report details potential acquisition procedures developed under Air Force Secretary Barbara Barrett as mandated by the 2020 National Defense Authorization Act.  Changes included in the report also cover administrative procedures in the DoD and congressional funding processes for multiyear space programs.

Gen. John Raymond, chief of space operations at the Space Force and 2020 Wash100 Award recipient, told reporters at a prior call that the service partnered with stakeholders such as NASA and the National Reconnaissance Office for the effort.

He added that the changes are meant to support goals such as “increased flexibility, being able to move at speed [and] coming up with opportunities for further delegation and streamlining”.

Steven Hernandez, chief information security officer at the Department of Education, said that implementing artificial intelligence, machine learning and robotic process automation will support the foundations of a zero-trust architecture, Federal News Network reported Monday.

Hernandez told the publication in an interview that establishing zero-trust concepts is crucial to implementing outsourced services such as cloud computing that entail a “certain amount of trust” with agency contractors.

“One of the foundational pieces of zero trust is the more data you have, the better you understand it,” he said. “The more history of data you have, the better decisions your automation can make.”

Hernandez noted that collaborations between data officials such as general counsels and chief data officers are also key to developing a zero-trust infrastructure and training the “trust engine” through datasets such as attendance records.

He added the Education Department is also working to deploy qualitative metrics as employees continue to operate in telework settings.

Hernandez’s comments come after the Cybersecurity and Infrastructure Security Agency (CISA) released its Trusted Internet Connections (TIC) 3.0 guidance last month and the National Institute of Standards and Technology (NIST) established a working group for zero-trust implementation.
