Report: US to Commence Ground-Based Cruise Missile Parts Production

The U.S. government will begin initial production for ground-launched cruise missile components after announcing its intent to revoke participation from the Intermediate-Range Nuclear Forces Treaty, Reuters reported Monday. The INF Treaty requires participating countries to destroy ground-based ballistic and cruise missile systems with range capabilities of up to 310.6 to 3,000 miles. 

“We will commence fabrication activities on components to support developmental testing of these systems – activities that until Feb. 2 would have been inconsistent with our obligations under the Treaty,” said Michelle Baldanza, spokeswoman at the Department of Defense. 

The planned withdrawal follows Russia’s alleged violation of the treaty through its Novator 9M729 missile. The United Nations urged both countries to maintain the treaty to prevent potential instability.

Lawmakers Propose Bill to Secure Device Usage

2019 Wash100 Award winner Sens. Mark Warner, D-Va., and Cory Gardner R-Colo., with Reps. Will Hurd, R-Texas and fellow 2019 Wash100 Award winner, and Robin Kelly, D-Ill., introduced a bipartisan bill to establish standards guiding the use of devices for the internet of things, The Hill reported Monday.

The legislation would direct the National Institute of Standards and Technology to recommend security requirements and other guidelines to help the federal government address cyber vulnerabilities in specified devices. The Office of Management and Budget would also establish standards on purchasing devices in the sector. Both agencies would reassess their policies every five years.

“As the government continues to purchase and use more and more internet-connected devices, we must ensure that these devices are secure,” Kelly said.

Nazzic Keene to Succeed Tony Moraco as SAIC CEO

Nazzic Keene, chief operating officer of Science Applications International Corp. and a 2019 Wash100 winner, has been elected by the board of directors to serve as the company’s CEO. She will succeed Tony Moraco, who will retire on July 31 after a 13-year career with SAIC, the company said Monday. 

Keene “has an exceptional track-record leading the company’s operations, building great teams, and growing business, most recently as the lead architect of the highly-successful Engility merger and integration,” Moraco said. Moraco, who has been CEO since 2013 and fellow 2019 Wash100 winner, added that Keene will advance SAIC’s mission-focused Ingenuity 2025 strategy and deliver value to clients, shareholders and employees.

Keene brings to her role more than 30 years of experience in information systems and technology services sectors. She joined SAIC in 2012 and previously served as president of the firm’s global markets and mission sector and senior vice president for corporate strategy and planning. Prior to SAIC, Keene worked at CGI as SVP and general manager for U.S. enterprise markets.

MQ-1B, MQ-9 Aircraft Mark 4M Operational Hours

Two General Atomics-built remotely piloted aircraft reached the mark of 4M flight hours on March 1. The MQ-9 Reaper and the MQ-1B Predator have carried out 24-hour reconnaissance, attack, search and rescue missions to support various combatant commands, the U.S. Air Force said Monday.

“To all who made this happen, to include the design and manufacturing of the aircraft and who continue to adapt these devices to emerging threats, our wholehearted thanks and admiration,” said Jim Roche, secretary of the Air Force.

The service branch fielded its Predator aircraft fleet in 1996 and began decommissioning in 2018, while the Reaper units began deployment in 2007 and are maintained in Air Force bases within South Dakota, Nevada, Missouri and South Carolina. The aircraft systems flew 2M mission hours in 2012 followed by a record of 3M hours in 2016.

USAF OKs Continued KC-46 Aircraft Deliveries

The U.S. Air Force resumed acceptance of Boeing-made KC-46 Pegasus tanker aircraft after a nearly month-long delivery halt caused by debris found in one of the units, Reuters reported Tuesday.

Rose Riley, a representative of the Air Force Air Mobility Command, said in a statement that the service branch will continue to accept deliveries as Boeing inspects each aircraft as part of a corrective action plan. Officials said the issue is attributed to the site where the aircraft undergoes construction and not to the unit itself.

Boeing is responsible for delivery of 19 KC-46 low-rate production units to the Air Force under a $2.81B contract modification.

VA Launches App Interface Marketplace to Improve Online Health Services

Department of Veterans Affairs officials told attendees at the 2019 HIMSS Conference in Orlando, Fla., that the department launched an application interface to improve its services, Government CIO Media reported Monday.

Department officials said they want to implement software-as-a-service offerings to enable the private sector to develop apps that can support health sector operations and improve access to electronic health records.

Bill James, deputy assistant secretary of development operations for the VA, said the department wants to deploy Agile and DevSecOps to improve online data access over  platforms such as VA.gov. He added that the VA also plans to implement a peer-review system that will identify hardware and software issues to accelerate product releases.

The VA has four open application interfaces for benefits, facilities, health, verification and veterans.

Carnegie Mellon, Army Research Lab to Focus on Artificial Intelligence Under $72M Agreement

Carnegie Mellon University and the Army Research Laboratory are working to study and develop advanced algorithms, autonomy and artificial intelligence applications under a five-year, $72M agreement. The university said Monday it will lead an academic consortium with other institutions to boost A4I artificial intelligence research and development for national security and defense applications.

The research effort would help individuals make AI-supported decisions, deploy autonomous platforms and synthesize a mass of collected sensor data. The Army seeks to address gaps in human-based analysis using artificial intelligence. The partnership builds upon the previous Open Campus initiative whereby Carnegie Mellon and other institutions helped the Army employ autonomous processing and other decision-support technologies.

Trump Requesting $150M to Cover Tech Modernization Fund

The Trump Administration’s $1.4 trillion fiscal year 2020 budget request would allocate $150M for a central technology modernization fund to support agency efforts to update their systems, FCW reported Monday.

A recently released congressional scorecard stated that only a few agencies established working capital funds that comply with the Modernizing Government Technology Act slated to expire at the end of 2019. According to former congressional staffer Mike Hettinger, reauthorizing the act may encourage appropriators to support Trump’s push to fund the modernization effort.

The Department of Transportation is requesting for $502M in working capital funds support its consolidation of agency-wide IT initiatives. In addition, the Department of Labor is seeking to transfer $20M from several programs to a working capital fund handled by the department’s chief information officer.

House Veterans Affairs Panel Seeking IT Experts to Monitor $10B Health Record Update

Rep. Mark Takano, D-Calif., chairman of House Veterans Affairs Committee, said the panel faces challenges in hiring information technology specialists who will help lawmakers monitor the $10 billion electronic health record overhaul at the Department of Veterans Affairs, Nextgov reported Monday.

Takano said the committee needs the IT expertise to assist the Technology Modernization subpanel in overseeing VA’s electronic health record modernization. He noted that the VA panel needs individuals with the combined technical expertise, policy knowledge and willingness to accept the government’s salary range.

“They’re usually very valuable in the job market, so finding that person who wants to have this be their work is my challenge,” Takano told Nextgov.

These experts will mainly help lawmakers understand changes with electronic health records. The program has been $350 million over budget, and officials want to develop more technical knowledge to control costs. The shortage in IT personnel in Congress comes amid tightening budgets and growing tech policy portfolios, Takano said.

Lawmakers suggested reviving the Office of Technology Assessment, which officials abolished in 1995. The office would help lawmakers monitor emerging technologies and the impact of new policies. Takano also supports efforts to bring industry experts to Capitol Hill for short-term services to support IT efforts.

Trump's 2020 Budget Request Includes $17B for Nuclear Stockpile, Fleet Initiatives

The Trump Administration’s fiscal year 2020 budget request will include $16.5B for programs under the Department of Energy’s National Nuclear Security Administration, officials said Monday.

The proposed budget, which increased by 8.3 percent or $1.3B compared to the 2019 total, will help NNSA in its mission pillars which include maintenance of the U.S. nuclear stockpile, mitigating nuclear threats and delivering nuclear propulsion technologies to the U.S. Navy’s submarines and aircraft carriers.

NNSA will receive $12.4B for weapons activities, including support for the 2018 Nuclear Posture Review as well as nuclear stockpile and experimental computing activities. The budget will also earmark $2B for defense nuclear nonproliferation funds and $1.6B for modernizing and constructing the Navy’s nuclear fleet.

“This vital funding will enable us to continue modernization of the Nuclear Security Enterprise to face 21st century threats,” said Lisa Gordon-Hagerty, NNSA administrator and the department’s undersecretary for nuclear security.
