Pat Flanders: DHA Seeking to Deploy Commercial Electronic Health Record

Pat Flanders, chief information officer of the Defense Health Agency, said he is looking forward to the adoption of a commercial electronic health record, according to a report in Government CIO Media on Monday.

He is seeking to implement best practices to support the agency’s efforts to deploy new technologies in tandem with industry.

Flanders added that a consolidated network and a system of standardizing medical devices would potentially help DHA personnel who work on cybersecurity risk management. Speaking about other cybersecurity issues, he said he is interested in using artificial intelligence for micro-segmentation, or isolating workloads in the cloud to protect data.

Mark Esper: Industry Engagement Helping Army Build Modernized Network

Army Secretary and 2019 Wash100 Award winner Mark Esper will continue working with industry to help the service modernize its network and keep pace with the rapidly changing technologies, C4ISRNET reported Tuesday.

The focus on industry to improve the Army’s network comes as the commercial sector can provide “the most capable and most advanced technologies,” he told the publication. Esper noted that working with the industry requires the service to continue searching for innovation as commercial technologies change every year to 18 months. “The network is something that will grow, mature and evolve over time as we pull technologies from the private sector into the Army,” the secretary said.

The Army is seeking software over hardware from tech vendors to build a reliable network and provides all the capabilities that the military needs. Esper is actively joining conversations with various companies to find the latest and emerging technologies that could help the Army. “I’ve engaged with them all. I do dinners every week with industry. We have a lot of conversations. So we find innovations coming from them,” he said.

Meanwhile, he’s noted that current service members are developing the versatility to understand and adapt with new technologies, which reduces the challenge to deploy new tools in the future.

Lt. Gen. Bruce Crawford: Army Establishing Cloud Program Office in Next Three Months

Lt. Gen. Bruce Crawford, chief information officer of the U.S. Army, said the service plans to establish a cloud program office in the next 90 days as part of the Department of Defense’s cloud strategy, National Defense reported Tuesday. Crawford said the military branch intends to release an updated cloud strategy in the next three months and award two contracts for cloud services this fiscal year.

“Our near-term focus is posturing ourselves to leverage the all-purpose and fit-for-purpose cloud hosting capability” he said Tuesday at an Association of the United States Army-hosted event in Arlington, Va.

Crawford added the Army’s cloud efforts seek to strengthen operational effectiveness across the service.

FDA Head Scott Gottlieb to Leave Office in April

Scott Gottlieb, commissioner of the U.S. Food and Drug Administration, announced his resignation effective in April after two years of leadership, The Hill reported Tuesday.

He sent a letter to FDA staff announcing his decision, explaining that he is leaving to spend more time with his family.

“There’s nothing that could pull me away from this role other than the challenge of being apart from my family for these past two years and missing my wife and two young children,” Gottlieb wrote.

During his tenure, the FDA launched new campaigns to address the opioid epidemic and vaping in the U.S. It also moved to speed up approvals for generic drugs. Alex Azar, secretary of Health and Human Services, praised Gottlieb for being an “aggressive advocate for American patients and passionate promoter of innovation.”

“The public health of our country is better off for the work Scott and the entire FDA team have done over the last two years,” Azar said in a statement.

Gottlieb first served at FDA as a deputy commissioner under former President George W. Bush. He left the agency in 2007 and returned after a decade to serve as commissioner. The Trump Administration has yet to announce a replacement.

Jim Garrettson, founder and CEO of Executive Mosaic, presented Tony Moraco, CEO of Science Applications International Corporation, with his sixth consecutive Wash100 Award on Monday.

Executive Mosaic recognizes Moraco for his leadership, notably during the company’s ongoing $2.5B acquisition of Engility and in recording consistent financial success. We are honored to present the most coveted award in government contracting to Tony Moraco of SAIC.

Moraco joined SAIC in 2006 and served in numerous leaderships roles before being appointed CEO in 2013. Prior to joining the company, Moraco served as the deputy general manager and director of Homeland Security Technology Integration for Boeing Co. between 2000 and 2006. Moraco’s career began with Autometric, Inc. in 1984, and he climbed the ladder during his 16-year tenure.

He serves as a board member for the Northern Virginia Technology Council and the Intelligence and National Security Alliance. In the past, Moraco served on engineering advisory boards at Virginia Tech, is a former board member of Operation Homefront and is past chairman for the Defense Industry Initiative on Business Ethics and Conduct Steering Committee.

Moraco earned his bachelor’s degree in civil and environmental engineering and a master’s degree in geodetic sciences from Virginia Tech. He was inducted into the CEE Academy of Distinguished Alumni in 2014.

Air Force Releases First Business Operations Plan

The U.S. Air Force released a two-year plan to improve the service branch’s business practices and internal operations, the branch said Monday.

The first business operations plan will cover fiscal years 2019 through 2021 and provide a framework for synchronizing functions and organizational activities while also establishing lines of accountability. Objectives to be addressed include improving aviator retention, increasing family support programs, fostering data access efforts and launching conditions-based aircraft maintenance initiatives.

“Sharpening the Air Force’s competitive edge means building a more lethal, ready force for the high-end fight,” said Air Force Undersecretary Matthew Donovan.

The undersecretary will supervise the plan’s progress and provide updates biannually as the service’s chief management officer. Leaders of business operations will provide a quarterly report to the Air Force Productivity Council with details on the plan’s implementation.

The service seeks to align its business strategy with the National Defense Strategy as well as focus areas such as improving Air Force readiness and lethality, establishing alliances and relationships and reforming business procedures to address performance and cost issues.

GSA CIO David Shive: DevSecOps Cuts Time, Costs of Federal IT Modernization

David Shive, chief information officer of the General Services Administration, said a technology platform called DevSecOps is helping the department test new tools faster and at a lower while bringing innovative information technology to the government, Federal Times reported Monday.

DevSecOps provides GSA with the ability to build systems and programs on a rapid, rolling basis and secured process, Shive said at the recent ServiceNow Federal Summit. 

“We do incremental funding and incremental delivery. The outcome of that is a continuous integration of new capability as the business of GSA changes,” he said.

The IT model also enables the agency to significantly cut spending on modernization efforts over the past years.

Shive said the GSA budget decreased 17.8 percent annually in the past five years following implementation of DevSecOps. He added employee satisfaction among  those who use the technologies acquired through the IT model increased by 20 percent during the period.

White House Stands New Office to Coordinate Federal Quantum Computing Efforts

The White House established the new National Quantum Coordination Office that will handle projects focused on quantum computing research and development. The Office of Science and Technology Policy made the announcement on Twitter Monday.

In December, President Trump signed the National Quantum Initiative Act that called for creation of a new office to manage and help address the challenges facing federal quantum computing projects. The law will provide $1.2B in funding for quantum computing research and development over the next five years and support organizations and industry in federally-backed research programs.

“We look forward to continued implementation of this law to secure US leadership in quantum science for generations to come,” OSTP said in the tweet.

Trump Nominates Dale Cabaniss for OPM Director

Dale Cabaniss, former chairman of the Federal Labor Relations Authority, was nominated to serve as director of the Office of Personnel Management, the White House said Monday. The nomination is for a four-year term.

Cabaniss, who worked in the Senate and the civil service, most recently held the role of Republican staff director for the Senate Appropriations Committee’s subcommittee on financial services and general government. Earlier in her career, she served as counsel for the Senate committee on homeland security and governmental affairs subcommittee. She holds a juris doctor degree from the Catholic University of America and a bachelor’s degree in English from the University of Georgia.

Jay Cooper Appointed Business Ops Research Director at NRL

Jay Cooper, formerly a comptroller at the U.S. Navy’s Office of Naval Research, was appointed associate director of research for business operations at the Naval Research Laboratory.

He possess more than two decades of federal service experience and will perform policy development, executive management and program administration duties to support the scientific directorate’s activities, the branch said Monday. Prior to his appointment, Cooper assumed the role of director of civilian resources and business affairs at the Navy comptroller’s office and worked at the Naval Facilities Engineering Command as a comptroller.

“I am excited to be part of such a talented team of professionals whose mission is to deliver advanced science and technology to our warfighters,” said Cooper.

Cooper is a NATO non-Article 5 medal and Joint Meritorious Civilian Service awardee and holds a level 3 financial management certification at the Department of Justice.
