Trump Nominates Vice Adm. John Aquilino as US Pacific Fleet Commander

U.S. Navy Vice Adm. John Aquilino has been nominated by President Donald Trump for assignment as commander of the U.S. Pacific Fleet in Pearl Harbor, Hawaii, and for promotion to the rank of admiral.

Aquilino currently serves as the commander of the U.S. Naval Forces Central Command, the Fifth Fleet and the Combined Maritime Forces in Bahrain, the Defense Department said Friday.

He served in multiple fighter squadrons that flew F-14 A/B Tomcat and F-18 C/E/F Hornet aircraft, as well as led the VF-11 Red Rippers, Carrier Air Wing 2 and Carrier Strike Group 2.

His assignments ashore include time as adversary instructor pilot for the A-4, F-5 and F-16N aircraft; operations officer at the Strike Weapons and Tactics School, Atlantic; and special assistant for weapons systems and advanced development at the Office of the Legislative Affairs for the Secretary of Defense.

He also served as director of strategy and policy for the U.S. Joint Forces Command; deputy director for the Joint Force Coordinator of the Joint Staff; commander of CSG-2l; director of maritime operations for the U.S. Pacific Fleet; and deputy chief of naval operations for operations, plans and strategy.

PSC Applauds Bipartisan Budget Act of 2018; David Berteau Comments

The Professional Services Council has commended Congress for passing a bipartisan budget measure that would appropriate funds for defense and nondefense operations.

President Donald Trump signed Friday the Bipartisan Budget Act of 2018.

David Berteau, PSC president and CEO, said in a statement published Friday the spending policy bill provides Congress time to finalize appropriations for the remaining months of fiscal 2018 through late March and an opportunity to come up with a spending measure for fiscal 2019.

PSC expressed concerns with the details of Trump’s fiscal 2019 budget request and a nondefense spending increase of approximately $63 billion for fiscal 2018.

The council noted the distribution of the proposed rise in nondefense spending may affect agency functions and missions.

“PSC will be watching both of these issues and updating our views as soon as more information becomes available,” Berteau added.

Report: USDA Names Gary Washington Full-Time CIO

Gary Washington, acting chief information officer of the Agriculture Department over the past five months, has been appointed to the CIO role on a permanent basis, MeriTalk reported Thursday.

In that role, he established a partnership with the White House’ Office of American Innovation to revamp USDA’s information technology program.

Washington previously held CIO posts at USDA’s animal and plant health inspection service and at the natural resources conservation service.

He joined USDA from the Office of Management and Budget, where he served as portfolio manager in the electronic government office.

Washington’s public sector career also includes stints as IT governance director and deputy director of infrastructure at the Food and Drug Administration, as well as a service manager at the Bureau of Alcohol, Tobacco and Firearms.

Before working at federal civilian agencies, Washington spent five years in industry and served for 10 years as a computer operator and command control specialist in the U.S. Air Force.

Army Leaders Talk Funding Need to Back Modernization Plan at Senate Subpanel HearingA group of U.S. Army leaders appeared before a Senate Armed Services Committee subpanel Wednesday to testify that the service branch has begun modernization efforts and needs funding to support such initiatives amid threats posed by countries such as Russia and China, Stars and Stripes reported Wednesday.

“The Army has reached an inflection point,” Lt. Gen. John Murray, deputy chief of staff at the Army, told lawmakers.

“We can no longer afford to choose between near-term readiness and modernization.”

Army leaders said the service’s modernization plan will focus on six areas that include the need to build up communication networks; restoration of long-range precision fire systems; development of next-generation combat vehicles; soldier lethality; air and missile defense platforms restoration; and introduction of new aircraft designs.

Murray said the military branch has started to form a new futures and modernization command that is expected to reach initial operational capability by June or July and full operational capability by next year.

The service leaders’ testimony coincided with the Senate’s announcement on Wednesday that they struck a bipartisan agreement that would allocate a defense budget of $700 billion in fiscal year 2018 and $716 billion for FY 2019.

Mark Bathrick: Drones Aid DOI in Emergency Response MissionsMark Bathrick, director of the Interior Department‘s aviation services unit, has said that DOI uses unmanned aerial vehicles from the Defense Department to assist in emergency and disaster response efforts, Federal Times reported Thursday.

The report said DOI maintains various drones such as the Falcon Hover, Pulse Vapor 55 and 3DR Solo Quadcopter.

Bathrick told Federal Times that the department conducted a burnout operation in southern Oregon last year using a drone and prevented an estimated $50 million in damages to local infrastructure.

He added that drones work to help operators collect data for analysis.

GAO: DHS Needs Complete, Timely Processes to Identify Cyber Position Vacancies, ResponsibilitiesThe Government Accountability Office has called on the Department of Homeland Security to ensure that its methods to identify, classify and code cybersecurity job vacancies and responsibilities are complete and timely.

GAO said in a report published Tuesday that DHS has not reported to the Office of Personnel Management its critical cybersecurity needs on an annual basis and has not created any plans for reporting such needs with specific time frames.

The submission of such annual reports to OPM is mandated under the Homeland Security Cybersecurity Workforce Assessment Act of 2014.

The department has not identified and informed Congress about its critical cyber requirements in specialty areas and has not yet concluded its work to determine cyber-related posts and assign codes to all vacant and filled cyber positions.

GAO noted the lack of complete procedures for identifying cybersecurity position vacancies would hamper DHS’ efforts to determine its skills gap, build up its workforce planning and better examine its cyber workforce.

“Further, until DHS establishes plans and time frames for reporting on its critical needs, the department may not be able to ensure that it has the necessary cybersecurity personnel to help protect the department’s and the nation’s federal networks and critical infrastructure from cyber threats,” GAO added.

Mike Pence: US to Maintain Vigilance Over North Korea's Nuclear ProgramVice President Mike Pence has said the U.S. intends to remain vigilant and work with its Indo-Pacific allies to heighten pressure on North Korea to abandon the latter country’s nuclear weapon development efforts, DoD News reported Thursday.

He told audience during a speech Wednesday at Yokota Air Base in Japan that North Korean threats have prompted the U.S. to “act with vigilance.”

“Together with our allies and partners, we will continue to strive to peacefully dismantle North Korea’s nuclear program and alleviate the suffering of its people,” Pence added.

He noted that the U.S. will be prepared to defend its homeland and respond to any deployment of conventional or nuclear weapons.

“We will protect our people, we will defend our freedom, and together we will forge a future of security, prosperity and peace for both of our nations for generations to come.”

Charles Rettig, a more than 35-year tax attorney, will be nominated by President Donald Trump to lead the Internal Revenue Service.

The White House said Thursday Rettig would serve the remainder of a five-year term that commenced Nov. 13 and succeed John Koskinen if confirmed by the Senate.

He serves as a principal of Hochman, Salkin, Rettig, Tosher & Perez, PC and has represented clients before the IRS and state taxing authorities as well as in federal and state court litigation and appeals over the course of his career at the California-based law firm.

Rettig previously chaired the IRS’s advisory council that recommends measures for the agency to manage taxpayer services, policies, procedures and programs.

He is also currently the vice chair of administration within the American Bar Association’s taxation section.

The State Bar of California, Board of Legal Specialization certified him as a specialist in taxation law and estate planning, trust and probate law.

Report: Air Force Mulls Satellite Constellation ExpansionThe U.S. Air Force is considering procurement of small satellites that can augment or serve as backups to the country’s existing military satellite constellation, Defense One reported Monday.

The report said Air Force officials aim to make it more difficult for adversaries to disrupt space-based services through a satellite diversification effort.

The Air Force has worked to identify methods to better protect space assets against interference and some of their ideas could emerge when the Defense Department unveils a budget plan for fiscal 2019.

The branch also looks to extend the service term of Air Force Space Command commander to six years and appoint a three-star military officer as vice commander to help manage space projects.

Christopher Krebs, acting undersecretary of the Department of Homeland Security‘s National Protection and Programs Directorate, has been nominated by President Donald Trump to lead NPPD on a full-time basis.

He concurrently serves as assistant secretary in the Office of Infrastructure Protection and leads NPPD’s efforts to prevent complex mass attacks, secure high-risk chemicals and increase resilience of cyber and physical infrastructure across the U.S., the White House said Thursday.

Rep. Jim Langevin (D-Rhode Island) said in a statement published Wednesday that Krebs’ nomination reflects an urgency to reform NPPD.

“I hope the Senate will move quickly to take up the House-passed bill that will allow the organization to continue to evolve,” Langevin added.

Krebs joined the department in March of last year as senior counselor who advised the Homeland Security secretary on matters related to critical infrastructure protection, cybersecurity and national resilience.

Before DHS, he served as director of cybersecurity policy within Microsoft‘s U.S. government affairs team, a principal of Obsidian Analysis and a vice president of Dutko.
