TCOM Secures Spot on $1.2B FMS Deal

TCOM was chosen as one of four companies that will deliver Airspace and Surface Radar Reconnaissance aerostat systems to Poland under a $1.2 billion Foreign Military Sale initiative.

The award is intended to further U.S. foreign policy goals and optimize Poland’s capabilities for countering threats from adversary air and ground weapon systems, TCOM announced from its Columbia, Maryland headquarters on Wednesday.

Working with fellow prime contractors Raytheon Intelligence and Space, ELTA North America and QinetiQ, TCOM will provide Airspace Airborne Early Warning radars with Identification of Friend of Foe capability, electronic sensor systems, mooring systems with powered tethers with embedded fiber optics and Ground Control Shelters.

These offerings will support the Combined Joint All-Domain Command and Control initiative, which seeks to increase connectivity across all components of the U.S. military services and international allies. By building out CJADC2 infrastructure, NATO countries will gain modern technologies that will enhance situational awareness and decision making.

TCOM has been included in many aerostat systems-focused FMS programs, one of which is a $450 million contract to deliver 10 systems to Saudi Arabia to boost interoperability between the U.S. military and the Royal Saudi Defense Force.

In 2019, TCOM was selected as the prime contractor for the U.S. Army’s Persistent Surveillance System-Tethered Program, under which it provides engineering, logistics and operations, manufacturing and program management services in support of intelligence, surveillance and reconnaissance capabilities.

Army Conducts 1st Flight Test of Launched Effects-Medium Range Prototype

The U.S. Army and Aurora Flight Sciences have concluded the first system flight tests of a medium-range “launched effects” prototype to verify the functionality of the system components, DVIDS reported Monday.

The Launched Effects-Medium Range prototype system uses a modular open systems approach, or MOSA, and consists of the Air-Launched, Tube-Integrated Unmanned System 700, or Altius 700, built by Anduril’s Area-I company.

“MOSA is an integral component of the LE-MR and was part of the initial design discussions and the contract. This approach allows for continuous upgrades and integration of various payloads ensuring we remain ahead of the threat,” said Col. Danielle Medaglia, project manager for uncrewed aircraft systems.

A Northrop Grumman-developed radio frequency detect, identify, locate and report payload was among the payloads tested using a scalable control interface prototype.

The Army expects to make a rapid fielding decision in 2025 to finalize the deployment of launched effect capabilities to the warfighter.

DOD, NASA Conduct 2nd Recovery Test for Artemis II Mission

NASA and the Department of Defense have completed the second recovery test for the crewed Artemis II mission aboard an amphibious transport dock in preparation for the mission’s launch to the moon.

During Underway Recovery Test 11, the NASA-led team timed the crew extraction from the capsule to the medical bay of USS San Diego (LPD 22) and carried out day-and-night recovery procedures to support Artemis II personnel and process certification, U.S. Space Command said Monday.

The NASA-DOD team also practiced the recovery procedures and releasing and recovering the crew module test article.

Prior to the test, dive teams from the U.S. Navy trained at NASA Johnson Space Center’s Neutral Buoyancy Laboratory, where astronauts also train for spacewalks.

Lessons learned from the latest recovery test will inform future underway tests to ensure the team’s readiness to recover the Artemis II crew safely.

“Amphibious transport dock ships, such as ours, give NASA the ability to recover the capsule and collect critical data to help make sure everything is ready to recover the astronauts and capsule during future Artemis missions,” said Capt. David Walton, commanding officer of USS San Diego.

The test marks the first time that NASA and DOD demonstrated a full recovery simulation with the Artemis II flight crew.

ODNI Makes Marie Falkowski Permanent Deputy IC CDO, Deputy ADNI for Data & Partnerships

The Office of the Director for National Intelligence has officially appointed Marie Falkowski as deputy chief data officer for the intelligence community and deputy assistant director for data and partnerships.

On a LinkedIn post on Sunday, she announced that she will no longer be in an acting capacity in those roles, which she has been assuming since February.

Falkowski began her career in 1990 as a serviceman in the U.S. Air Force. She went on to become part of the Department of Energy, where she worked as deputy director of counterterrorism, and later director of operations of the Office of Intelligence and Counterintelligence.

For 13 years, she served various roles at CIA including director of artificial intelligence and data analytics at the agency data office and chief of digital innovation for the Weapons and Counterproliferation Mission Center.

Federal CIO Clare Martorana Expects to See Impact of Digital Experience & Accessibility Memos in 2024

The American public increasingly interacts with the U.S. government digitally and relies on digital media to access services and information, according to Federal Chief Information Officer Clare Martorana.

For this reason, the September 2023 memorandum from the Office of Management and Budget titled “Delivering a Digital-First Public Experience” is likely to have a significant impact in 2024, Martorana, a Wash100 awardee, told Federal News Network in an interview.

The memo contains guidance that implements the 21st Century Integrated Digital Experience Act, which mandates government agencies to make their services available to the public in a digital format that is designed to be secure, usable and accessible.

For the federal CIO, the American public deserves “the best possible customer experience,” and in order to achieve this, “we must fix the digital experience.”

Martorana also believes that the December 2023 OMB memo titled “Strengthening Digital Accessibility and the Management of Section 508 of the Rehabilitation Act” will have “an immediate, positive impact” in the current year.

That memo calls on federal agencies to incorporate into their operations “digital accessibility,” or the development and implementation of information and communication technologies that can be used by individuals with disabilities.

According to Martorana, all Americans, regardless of one’s disability, have a right to equal access to government services. The Digital Accessibility memo is key because “it helps build and sustain an accessible Federal technology environment that delivers for everyone.”

SBA Unveils Updated Tool to Match Small Businesses With Lenders

The Small Business Administration has launched a new Lender Match tool designed to connect small businesses seeking funding opportunities to a network of SBA-approved banks and private lenders.

SBA said Monday the updated online tool will more effectively link small businesses to lending products with competitive rates and fees to help them start and grow their businesses.

“Enhancing the SBA’s Lender Match tool is just one part of our unprecedented reforms to increase and streamline equitable access to affordable capital so small business owners can continue to innovate, create jobs, and be part of this Administration’s historic Investments in America,” said SBA Administrator Isabel Casillas Guzman.

Through Lender Match, SBA receives 50,000 monthly funding requests from small businesses across the nation.

The platform has nearly 1,000 SBA-approved lenders, 257 of which are community-based, that can connect to potential customers.

Lender Match analyzes a small business’ credit history, business plan, financial projections and industry experience to generate a match.

Federal Highway Administration Seeks Comments on Proposed Adoption of CISA’s Cybersecurity Evaluation Software

The Department of Transportation’s Federal Highway Administration, or FHWA, is soliciting public comments on its proposal to allow transportation authorities to voluntarily use the Cyber Security Evaluation Tool to detect, respond to and recover from cyber incidents.

The tool, dubbed CSET, is a software platform designed to help organizations evaluate their cybersecurity posture, develop structured improvement programs, identify vulnerabilities and assess cybersecurity practices, according to a Federal Register notice published Tuesday. It was developed by the Cybersecurity and Infrastructure Security Agency.

CSET also comes with a range of questionnaires and modules meant for different critical infrastructure sectors.

According to the notice, the Bipartisan Infrastructure Law requires FHWA to develop a tool that could assist transportation officials in identifying and protecting against cyberattacks.

“The CISA’s cybersecurity mission is to defend and secure cyberspace by leading national efforts to drive national cyber defense, resilience of national critical functions, and a robust technology ecosystem. The FHWA therefore thinks it is appropriate to leverage CISA’s expertise instead of attempting to create a separate and potentially duplicative tool,” the notice reads.

Public comments are due April 19.

Army’s Vice Chief of Staff Gen. James Mingus on Network Changes, Counter-UAS Plans

Gen. James Mingus, vice chief of staff at the U.S. Army, said network changes and counter-unmanned aerial systems are some of his priorities within the service branch, Breaking Defense reported Monday.

Mingus said the military branch is focusing on its networks under the umbrella terms “C2 Fix” and “C2 Next” covering current and future programs.

Near-term projects fall under C2 Fix, which seeks to ensure that warfighters can communicate and fight on the battlefield.

C2 Next is the Army’s prototyping effort with industry focused on experimenting with a “data-centric” command and control system powered by network transport. The initiative is focused on scalability, open and advanced modular architectures and the ability to quickly iterate.

The general highlighted the critical need to advance the development of next-generation C2 platforms.

“We’re integrating a lot of things. We’re figuring out how to do things faster as a joint force but until we start to accelerate convergence, common platforms, common messaging, common standards, convergence of data, that’s got to be the next evolution out of this,” Mingus commented.

When it comes to counter-UAS, the former director of the Joint Staff hinted at the need for a joint organization responsible for developing and procuring systems for the services.

“We’re probably at a crossroads of not, you know, a complete wholesale reorg but how could we reorganize ourselves even a little better than we are now,” Mingus remarked. “Instead of independent services developing their own counter-UAS, maybe a joint entity that’s working that problem set together, the power of all the services together to try and solve that problem in scale and mass to keep pace.”

FedRAMP Solicits External Feedback for Proposed Updates to IT System Penetration Testing Guide

The Federal Risk and Authorization Management Program launched a request for comment on a draft guide on the requirements for conducting and reporting on FedRAMP penetration tests.

The guidance aims to enhance aid to organizations dealing with potential vulnerabilities in their IT infrastructure, FedRAMP announced Monday.

Depending on public feedback, the updated FedRAMP Penetration Test Guidance may include additional threat and attack vectors and their potential applications.

The new draft also includes the fifth revision of a special publication of the National Institute of Standards and Technology, which focuses on penetration testing, security assessment and red team exercises for all FedRAMP High and Moderate level IT products.

The public comment period will end on April 24.

The Potomac Officers Club is inviting interested participants to register early for the 2024 Cyber Summit, happening on June 6. The event will feature government and private sector experts speaking on digital transformation.
