Perspecta Donates Home of the Brave Campaign to Soldiers’ Angels; Mac Curtis Quoted

Perspecta has gifted Home of the Brave campaign to Soldiers' Angels, a national nonprofit organization, to expand the scope of the campaign nationwide, Perspecta reported on Thursday. Home of the Brave has partnered with the Department of Veteran Affairs Voluntary Service (VAVS)  (VAVS) and corporate partner employees to support veterans at VA medical facilities. 

"At Perspecta, we are dedicated to honoring and supporting the men and women who have fought so bravely for our freedom and are proud to continue supporting our nation's heroes by serving as Soldiers' Angels Home of the Brave's title sponsor," said Mac Curtis, chairman and chief executive officer of Perspecta, and 2020 Wash100 Award recipient.

The campaign works with multiple sponsors that have provided items such as t-shirts, thank you cards, hygiene kits, blankets and other necessities to veterans at VA medical facilities nationwide. With Perspecta’s support, the campaign is now officially branded as Soldiers' Angels Home of the Brave. 

Last year, within one week, Soldiers' Angels Home of the Brave provided aid across 41 states, plus Puerto Rico and raised $93.5 thousand in donations to support VA patients. The nonprofit will continue to develop  new partnerships with companies who support the military by hiring veterans and honoring veterans for their service.

"During the last three years of our decade-long management of the Home of the Brave campaign, we worked closely with Soldiers' Angels to implement this program nationwide and participated in meaningful interactions that demonstrate our great respect and admiration for American veterans," said Curtis. "With their robust network and established infrastructure for outreach, we are confident Soldiers' Angels is the right organization to ensure the longevity of this uplifting and impactful program."

AI Commission Seeks Comments on How Gov’t Should Engage With Industry to Back Commercial Innovation

The National Security Commission on Artificial Intelligence (NSCAI) has asked small and medium sized companies for feedback on how the government should work with the private sector to advance commercial AI innovation. A request for comments posted Wednesday on Federal Register says NSCAI will use the responses as it works on a final report slated for release in March 2021.

The commission wants the companies to share the challenges they face when doing business with the government and changes that could be made to reduce or address them. It is also seeking insights on how the government could better communicate national security challenges to industry and opportunities to demonstrate potential platforms.

NSCAI also requests input on obstacles to carrying out temporary talent exchanges and ways to address such challenges; how the government and industry can improve collaboration on product development to protect against bias in AI systems; and how the government can “incentivize responsible AI development through acquisition.”

Responses are due Oct. 23.

The commission issued an interim report in November 2019 to provide its initial evaluation of AI with regard to national security and recommend initial steps for the government to advance AI adoption.

Officials Cite Potential Role of Data-Driven TBM Tool in FITARA Scorecard; David Shive Quoted

Federal officials said they think lawmakers will someday incorporate the Technology Business Management (TBM) framework, a data-driven tool that could help show the impact of information technology investments on agencies’ missions, into future Federal IT Acquisition Reform Act scorecards, FedScoop reported Wednesday.

David Shive, chief information officer at the General Services Administration (GSA), noted about the parallelism between the FITARA scorecard and TBM.

“They’re all about increased transparency, whether it’s transparency in how an IT shop is delivering against the business mission of the agency it’s serving or it’s cost transparency, where you’re assessing the value of IT investments relative to the business value derived out of those investments,” he said Wednesday at an AFFIRM event.

Shive noted that the use of TBM could help boost employee satisfaction since the framework's data-driven nature allows personnel to see the impact of their work on the agency’s mission.

Gen. John Hyten on Plans to Release New Joint Requirements for Data Management

Gen. John Hyten, vice chairman of the Joint Chiefs of Staff and a two-time Wash100 Award recipient, said he plans to introduce new joint requirements for managing data by the end of the year, Defense News reported Wednesday.

He said he intends for the joint requirements to address priorities in the areas of all domain command and control and logistics for joint fires.

“They’re not going to be the traditional requirements that you’ve looked at for years, capability description documents and capability production documents. They’re going to capabilities and attributes that programs have to have,” Hyten said Monday at a Defense Innovation Unit. 

“And if you don’t meet these, you don’t meet the joint requirements and therefore you don’t get through the gate, you don’t get money. That’s how we’re going to hold it,” he said. 

He also cited the role of the Joint Requirements Oversight Council in updating those data requirements.

NOAA’s Chi Kang on SD-WAN, Network Segmentation Benefits

Chi Kang, deputy director for operations at the National Oceanic and Atmospheric Administration’s (NOAA) cybersecurity division, has said that segmentation and software-defined, wide-area networking (SD-WAN) can support the implementation of zero-trust concepts.

Kang told Federal News Network in a prior interview that SD-WAN has the capacity to ensure visibility and control across disparate networks and multiple endpoints, the publication reported Tuesday.

He noted that NOAA has already taken steps to implement approaches such as virtual private networks (VPN) for day-to-day operations before the COVID-19 pandemic resulted in the prevalence of telework settings.

“Micro segmentation allows you to get a little bit more resolution in what you’re accessing,” said Kang. “Depending on your privilege management, or depending on where you’re coming from, or wanting you to access, you have a higher degree of resolution of what are the appropriate resources for you to access.”

USAF Concludes Holloman Air Force Base Test Track Modernization Project

The Test Resource Management Center (TRMC) modernized a high-speed test track at Holloman Air Force Base as part of efforts to enhance the track's efficiency. TRMC built an on-site laboratory to explore how the test track's artificial rain compares to various types of natural rainfall, the U.S. Air Force said Tuesday.'

The team also collaborated with Artium Technologies to create a customized disdrometer to gauge the rainfield's artificial rain.

Bryan Sinkovec, rainfield effort program manager at the 846th Test Squadron, said the updates allowed the team to adjust the test track's operating parameters via a single computer.

TRMC is slated to conduct verification sled tests to assess modeling and simulation tools as well as the test track's capacity to handle missile materials.

NSA Issues Guidance on Multifactor Authentication

The National Security Agency (NSA) has published a review of mechanisms to consider when applying multifactor authentication (MFA). The guidance, titled “Cybersecurity Information Sheet Selecting and Safely Using Multifactor Authentication Solutions,” tackles practices to identify and securely implement MFA applications, NSA said Tuesday.

MFA is the use of additional mediums, such as confirmation texts and one-time-passwords, to secure login credentials. This practice serves as an added layer of security for email accounts and other digital profiles.

Members of the defense industry and the Department of Defense may use the guidance to inform MFA-related decisions. NSA formed the guidance based on standards advised by the National Institute of Standards and Technology (NIST).

DoD Uses Commercial Tech for Early Coronavirus Detection

The Defense Threat Reduction Agency (DTRA) partnered with the Defense Innovation Unit (DIU) to use a commercial, wearable infection warning device for COVID-19 spread reduction, DoD News reported Tuesday. 

The device, named Rapid Analysis of Threat Exposure (RATE), is designed to alert about the virus' presence in the wearer before he or she exhibits symptoms. RATE measures relevant biomarkers and produces data that undergoes processing in the cloud.

Researchers used RATE to find that infectious agents can result in subtle physiological changes within people prior to the surfacing of symptoms.

Ed Argenta, science and technology manager at DTRA, said the early detection of these changes significantly helps contain virus spreads. The Department of Defense plans to widely distribute RATE devices in weeks to come.

DOE Eyes $122M Funding Opportunity for Carbon Ore R&D Efforts

The Department of Energy (DOE) intends to award $122 million in funds to support research and development activities on rare earth elements and critical minerals.

DOE said Tuesday it seeks to assess the potential of natural resources across basins in the U.S. to drive regional economic growth as part of the Carbon Ore, Rare Earth, and Critical Minerals program.

Dan Brouillette, DOE secretary, said the potential awardees will validate commercial opportunities for coal and build feasible domestic supplies of natural resources.

The funding effort will run in three phases and eyes the participation of government personnel, industry and the academe. The National Energy Technology Laboratory will hold a webinar on Oct. 1 to discuss more details in line with  the program.

Gen. Charles Brown on Air Force Acquisition Reforms, Reducing Barriers for Small Businesses

Gen. Charles Brown, chief of staff of the U.S. Air Force, has said he intends to work with small businesses and develop program incentives to help “break down barriers” in government contracting (GovCon).

Brown said in a DefenseOne-hosted virtual event that he is seeking acquisition professionals like Will Roper, the Air Force’s assistant secretary for acquisition, logistics and technology and a 2020 Wash100 Award recipient, who can help reduce obstacles for small companies.

Brown noted that he considers expanding the use of Air Force procurement authorities such as middle-tier acquisition to speed up the delivery of technologies by up to two years. “We're making some progress but there’s more work to be done,” Brown said.

The Air Force is also preparing to adjust program schedules if Congress passes a continuing resolution before the start of fiscal year 2021, Brown added.
