Anne Neuberger, Director of NSA Cybersecurity Directorate, Discusses Cyber Threats for Upcoming Elections

Anne Neuberger, director of the National Security Agency's (NSA) Cybersecurity Directorate and 2020 Wash100 Award recipient, recently discussed details the agency's priorities to enhance election security for the upcoming polls, CBS News reported on Wednesday. 

"Ensuring that we, first, understood the threat. Second, that we appropriately tipped all the information we had about that threat to key partners across the U.S. government, certainly the FBI, from a counter-influence perspective, DHS from a cybersecurity of elections infrastructure perspective, and then, finally, that we would support Cyber Command, if authorized, to impose costs, if there were attempts to disrupt the election," Neuberger said. 

With NSA, Neuberger supervises efforts to prevent and counter cyber threats to the defense industrial base and national security systems. Neuberger previously served as deputy director of operations and head of NSA’s Russia small group. She won her 2020 Wash100 Award for her role in developing new counter threat policies with the agency and driving federal technology initiatives.

The recently developed directorate within NSA will strengthen its white hat mission, operationalize its vulnerability assessments and threat intelligence capabilities, facilitate information sharing with clients and collaborate with the FBI, Department of Homeland Security (DHS) and U.S. Cyber Command to fight cyber adversaries.

In 2018, Neuberger worked to deter Russian threats during the 2018 midterm elections. The Cybersecurity Directorate will continue to support the public and private sectors to defend against foreign cyber threats. 

“[F]or us in the intelligence community, we're constantly watching for which adversaries may be seeking to shape a population's thinking, to shape an election and then rapidly to bring that to partners or to the private sector to ensure that they're both aware of techniques and are countering them on their platforms." 

For the upcoming elections, Neuberger noted that the most important factor is securing cyber infrastructure. The NSA will work to determine where threats are presented, the government’s vulnerabilities and structure of the federal infrastructure. 

The agency will then work to translate the analysis at the tactical level to implement network scanning and hardware or software upgrades to secure the elections and prevent attacks. 

“Our mission is an intelligence mission in a democracy, we have an obligation to ensure that the Americans we serve feel they understand the values by which we live," Neuberger concluded.

KBR Enters $800M Acquisition Centuari; Stuart Bradie, Dave Dzaran Quoted

KBR has entered into a definitive agreement with Arlington Capital Partners to acquire Centauri, an independent provider of high-end space, directed energy and other advanced technology solutions, for approximately $800 million in cash, KBR reported on Wednesday.

"KBR has undergone a deliberate, strategic transformation to be a provider of innovative, higher-end, digitally-enabled solutions and technologies in attractive, stable domains," said Stuart Bradie, KBR president and CEO. "The acquisition of Centauri firmly aligns with our strategy of increasing KBR's highly technical, mission-focused, synergistic capabilities and enduring customer relationships.”

With the purchase of Centauri, KBR will expand its military space and intelligence businesses. KBR will also strengthen its cybersecurity and missile defense solutions. Centauri has provided high-end engineering and development solutions for critical national security missions focused on space, intelligence, cyber and emerging technologies, such as directed energy and missile defense. 

Centauri has achieved significant growth over the last four years, and has become a leading pure-play space and intelligence solutions provider. The company will bring a highly cleared and technical workforce, space domain awareness and a customer-focused footprint of classified operations to KBR. 

Centauri has continued to expand its pipeline within the Department of Defense (DoD) and intelligence community (IC). Centauri has 22 offices across the United States and more than 1,750 employees. 

KBR will gain a more balanced and more differentiated portfolio that is resilient across business cycles. The acquisition comes after the purchase of Wyle, Honeywell Technology Solutions and Stinger Ghaffarian Technologies, and will create a combined platform with extensive expertise in civil, military, intelligence and commercial space solutions.

GAO: DHS Should Ensure Contractors’ CDM Tools Provide Unique Hardware Identifiers

The Government Accountability Office (GAO) has recommended that the Department of Homeland Security (DHS) improve its implementation of the Continuous Diagnostics and Mitigation program by ensuring that contractors configure their cybersecurity tools to provide unique identifiers for hardware on agency networks.

GAO made the recommendation after it found that CDM tools used by three selected agencies – Federal Aviation Administration (FAA), Small Business Administration (SBA) and the Indian Health Service (IHS) – did not offer an accurate count of the hardware on the agencies’ networks, according to a report published Tuesday.

The congressional watchdog found that two of the three agencies had deployed CDM tools to manage software on their networks. The selected agencies were also found to have inconsistently used such tools when it comes to comparing configuration settings against agency-specific variations and federal core benchmarks.

According to the report, the agencies cited challenges with regard to the implementation of the CDM program, including addressing issues with integrators and planning for staff and funding resources.

GAO said DHS had initiated steps to help address such challenges. These include monitoring risks of insufficient resources, enabling agencies to comment on contractor performance and holding customer forums to allow agencies to air their concerns.

Guy Cavallo Named OPM Principal Deputy CIO

Guy Cavallo, deputy chief information officer at the Small Business Administration (SBA), has been appointed principal deputy CIO at the Office of Personnel Management, effective Sept. 14th, Federal New Network reported Tuesday.

He joined SBA in 2017 and has spearheaded information technology modernization efforts at the agency, such as advancing cloud adoption and DevSecOps, getting the Department of Homeland Security (DHS) change its approaches to the Continuous Diagnostics and Mitigation (CDM) program and Trusted Internet Connections and transitioning to zero trust architecture.

“I’m looking forward to helping doing the same modernization at OPM that I helped lead at SBA,” Cavallo said. “My time at SBA is coming to an end, but I’m excited to move over to OPM and help them get modernized.”

Prior to SBA, Cavallo served as executive director of IT operations at the Transportation Security Administration (TSA). He has held IT leadership roles at Pyramid Analytics, Microsoft and Advanced Systems Design.

DISA Backs Telework With Endpoint Security, Cloud Services Expansion

The Defense Information Systems Agency (DISA) is expanding its cloud offerings and improving endpoint security to continue supporting telework arrangement, FedScoop reported Tuesday.

Carissa Landymore, cloud storage chief at DISA, said DISA is working to make milDrive a “one-stop shop” for storage needs through the expansion of tools and service offerings in the cloud service.

“We need to expand our portfolio to make sure we can cover all storage requirements,” Landymore said Tuesday in an AFCEA webinar.

DISA also has broadened the use of multifactor authentication pilots as part of the agency’s endpoint security improvement efforts.

Army Researchers Develop Anomaly Detection Approach to Network Security

The U.S. Army has developed an algorithm that can help protect networks and detect malicious activity with applications ranging from supply chain management to cybersecurity.

The Army said Monday its researchers were able to establish a higher-order network comprised of additional nodes that harvest social signals to identify emerging events throughout the network infrastructure.

According to the service branch, the higher-order network utilizes data streams to detect changes in the network commonly overlooked by traditional methods.

“The higher-order network analysis can find weak signals in a logistics network of adversarial actions that would be missed by first-order network representations,” said Lance Kaplan, a researcher at the Army Combat Capabilities Development Command’s Army Research Laboratory. “This can include preparations by non-state actors to launch an attack in support of a peer adversary.”

Plans are currently in place for further development and testing operations, with focus on maturing the concept for warfighting applications.

DOE Allots Funds for User Facility AI Research

The Department of Energy (DOE) has invested a new round of funds worth $37M in artificial intelligence research projects that aim to support scientific facilities. 

DOE said Monday it will use the funds to finance 14 projects across seven national laboratories in an effort to automate facility operations and support data-related activities such as analysis and modeling.

The allotted $37 million will cover three years of work, with fiscal 2020 and outyear funds worth $11 million subject to approval by Congress. DOE conducted a peer review and selected projects that tackle user facility topics such as particle accelerators, nanoscale science research centers and large X-ray light sources.

“Artificial Intelligence and machine learning have the potential to transform a host of scientific disciplines and to revolutionize experimentation and operations at user facilities in the coming years,” said Chris Fall, who leads DOE’s science office.

Air Force Begins LAIRCM Tests;

The 22nd Aircraft Maintenance Squadron has started testing efforts for a Northrop Grumman-built defensive system designed for large transport and rotary-wing aircraft.

The team attached the Large Aircraft Infrared Counter-Measures system to the underside of KC-46A Pegasus aerial refueling aircraft to mark the beginning of testing activities, the U.S. Air Force said Friday.

“We tested the system to ensure electronic counter-measures were working as intended,” said Tech. Sgt. Spencer Balint, laser security officer at 22nd AMXS.

LAIRCM employs missile warning and infrared laser jammer systems to defend aircraft units from guided-missile attacks.

USAF aims to augment KC-46’s aerial refueling capabilities in combat zones through LAIRCM.

Lt. Gen. Nina Armagno Appointed HQ Staff Director of Space Force

Lt. Gen. Nina Armagno has been assigned to serve as the U.S. Space Force's director of staff for headquarters, a role through which she will lead daily staff operations of the service's HQ.

She also received a promotion to three-star general, making her USSF's first female general officer, the service branch said Monday. The Pentagon held a ceremony the same day to commemorate her promotion and appointment.

“We’re going to be agile, we’re going to be nimble, and we’re going to bring the best of everything into the space force," she said.

She joined the U.S. military in 1988 and went on to fill roles across multiple space defense-related areas.

Robert Tipton Osterthaler Named FirstNet Board Chair

Robert Tipton Osterthaler, a retired brigadier general at the U.S. Air Force, has been appointed board chair of the First Responder Network Authority. Ostherthaler will replace Edward Horowitz, who is slated to complete his term as board chair Aug. 19th, the National Telecommunications and Information Administration (NTIA) said Monday.

Osterthaler joined FirstNet in 2018 and leads the organization's finance committee as chair. He previously served as president and CEO at SES' government solutions subsidiary. He also held the role of senior vice president at Science Applications International Corp.

Doug Kinkoph, acting deputy assistant secretary for communications and information at the Department of Commerce (DOC), said NTIA will continue its partnership with FirstNet along with the deployment of a nationwide public safety broadband network.
