ACT-IAC Creates Playbook to Guide Agencies in Robotic Process Automation

The American Council for Technology and Industry Advisory Council has released guide for federal agencies that want to implement robotic process automation initiatives and understand the potential advantages of utilizing the emerging technology.

ACT-IAC said Tuesday the Intelligent Automation Playbook, Volume 1: Robotic Process Automation covers topics such as software evaluation, management of workforce impacts, governance and implementation of information technology platforms.

“The playbook is intended as timely assistance for the many agencies who are considering RPA, running pilots or seeking to accelerate deployment,” said Edward Burrows, vice president of intelligent solutions at Virginia-based technology company Brillient and former RPA manager at the General Services Administration.

The council presented examples of bot applications that were adopted in the public and private sectors during a forum that took place Oct. 31.

ACTI-IAC noted it plans to host another forum in January to discuss the government’s efforts to adopt intelligent automation and artificial intelligence approaches to manage operations, simplify processes and secure systems.

Federal Agency Leaders Issue Joint Statement on 2020 Election Security

The heads of seven federal agencies have released a joint statement expressing their commitment to ensuring the security of the 2020 U.S. presidential elections.

The statement says the departments of Defense, Homeland Security and Justice, the Office of Director of National Intelligence, FBI, National Security Agency and the Cybersecurity and Infrastructure Security Agency have ramped up their support to election officials at local and state government agencies to advance their election security initiatives.

“The U.S. government is working with all 50 states and U.S. territories, local officials, and private sector partners to identify threats, broadly share information, and protect the democratic process,” according to the statement.

Federal officials also warned of possible interference of malicious actors from Russia, Iran, China and other countries in the U.S. voting process through cyber attacks and disinformation campaigns and called on citizens to notify local officials, DHS and the FBI of any suspicious activity.

Defense Secretary Mark Esper and Attorney General William Barr issued the joint statement with Kevin McAleenan, acting DHS secretary; Joseph Maguire, interim acting director of national intelligence; FBI Director Christopher Wray; Gen. Paul Nakasone, U.S. Cyber Command commander and NSA director; and CISA Director Christopher Krebs.

Esper, McAleenan, Nakasone and Krebs are 2019 Wash100 award recipients.

Suzette Kent, federal chief information officer and a 2019 Wash100 Award recipient, said a new chief data officer council is expected to be operational soon, Nextgov reported Tuesday.

The CDO council will hold regular meetings to come up with best practices for data protection and dissemination, involve stakeholders from various sectors to help the government enhance data use and access and promote interagency data sharing.

Kent said Tuesday at NVIDIA’s GPU Technology Conference in Washington that agencies are implementing data management processes in compliance with the Federal Data Strategy. “So what I expect is over the next 12 months we will see those put in place,” she said. “Some have moved a little more quickly.”

She noted that several agencies are launching efforts to advance the adoption of artificial intelligence in support of their missions.

Commerce Dept Announces Formation of Advisory Panel on Data for Evidence Building

The Department of Commerce has announced the establishment of an advisory committee to review and offer recommendations on how to advance the use of government data for evidence building.

A notice says the committee will evaluate and provide recommendations to the director of the Office of Management and Budget on how to facilitate data linkage and data sharing and submit an annual report to the OMB chief on its findings and operations.

The department’s office of the undersecretary for economic affairs will oversee the advisory panel, which was created in accordance with the Foundations for Evidence-Based Policymaking Act of 2018 and in support of the Federal Data Strategy.

The notice also seeks nominations for the committee’s non-federal members. Nominations are due Dec. 4

IT-ISAC Eyes Voting System Vulnerability Disclosure Program

The Information Technology-Information Sharing and Analysis Center is reviewing industry feedback on plans to establish a coordinated vulnerability disclosure program ahead of the 2020 presidential elections, Nextgov reported Monday. Previously, IT-ISAC released a request for information on the effort aimed at ensuring that vendors implement a system that would report and act on identified vulnerabilities in their products.

The nonprofit organization also plans to crowdsource the detection of system vulnerabilities on voting platforms.

“You want to make sure the people you are giving access to the voting machines aren’t agents of a foreign power, aren’t people with malicious intent,” noted Scott Algeier, executive director of IT-ISAC.

Responses to the RFI include recommendations on implementing the program to other election infrastructure as well as potential updates to the Election Assistance Commission’s certification procedures, Algeier said.

DISA Begins Transition to DoDNET IT Services Hub

The Defense Information Systems Agency is working on migrating its information technology services to the consolidated Department of Defense Network aimed at providing a hub for tech support across defense agencies, FCW reported Monday.

The migration comes as part of the  Fourth Estate Network Optimization program, which seeks to transition the first five defense agencies to DoDNET and Defense Enclave Services by the end of fiscal 2021.

Col. Chris Autrey, military deputy for desktop services at DISA, said at an industry event hosted by the agency that it is in the process of selecting sources for the migration effort.Â

“By bringing the agency into a pre-competed set of equipment that’s approved, meets all the cybersecurity requirements, we have a known good baseline to work with and if you’re buying off that list we know we can support it,” he noted.

Report: GSA Implemented OMB Standards in Reporting FY19 Spending Data

The General Services Administration’s inspector general released a report stating that the agency has complied with the 2014 Digital Accountability and Transparency Act but should make improvements to financial data reporting. The DATA Act mandates IGs to assess the completeness, accuracy, timeliness and quality of agency’s spending data. 

According to the report, GSA had a “higher quality” or less than 20 percent error rate for completeness, accuracy, and timeliness for fiscal year 2019. The GSA IG also found that the agency implemented government-wide financial data standards established by the Office of Management and Budget.

However, the IG noted that GSA overstated its FY19 obligations to USASpending.gov by 5 percent or $131M. The IG recommended that GSA “strengthen controls for accurately reporting obligation and de-obligation amounts” to the website.

Science Applications International Corp. (SAIC) and Sinequa announced on Tuesday that the companies will work together to deliver an intelligent search experience with Sinequa’s advanced natural language processing and machine learning technologies for NASA’s global information access capability at the Marshall Space Flight Center in Huntsville, Alabama.

“We are excited to work with Sinequa on this important contract. Using its knowledge management platform, we are helping NASA to access and utilize decades’ worth of information,” said Bob Genter, SAIC executive vice president and general manager of the Civilian Markets Customer Group. “By better connecting NASA’s workforce to digital content, we can help them deliver on critical space missions.”

Raytheon has delivered the Wide Area Augmentation System (WAAS) Geosynchronous Earth Orbiting (GEO) 6 satellite navigation payload to the Federal Aviation Administration, Raytheon announced on Tuesday. 

The WAAS GEO 6 payload is now operational and fully integrated into the WAAS network, working with two other WAAS satellite payloads already in orbit. It will broadcast the WAAS message, which corrects errors in GPS satellite signals, provides expanded coverage, improves accuracy and increases reliability.

“Never has a consistent and precise GPS signal been more critical to ensuring safety of flight,” said Matt Gilligan, vice president of Raytheon’s Intelligence, Information and Services business. “As the airspace increases in complexity, there is absolutely no room for error.”

Developed and installed by Raytheon for the FAA, WAAS is a North American satellite-based augmentation system that increases GPS satellite signal accuracy for precision approach at 200 feet altitude to meet strict air navigation performance and safety requirements for all classes of aircraft in all phases of flight.

WAAS contains space and ground equipment that works together to identify GPS satellite corrections. The SES-15 satellite hosting Raytheon’s WAAS GEO 6 payload was launched in 2017 and completed extensive system integration in July 2019. GEO 6 replaces an older WAAS geostationary satellite that had reached its end-of-service life.

Synthetik Secures DHS Funds for Object Recognition Prototype Dev't

Synthetik Applied Technologies has been awarded a nearly $200K contract from the Department of Homeland Security’s science and technology directorate to create an artificial intelligence-based object recognition  prototype for the Transportation Security Administration.

The Texas-based startup proposed a “voxel-wise instance segmentation” technique to detect multiple items when TSA conducts airport screening procedures, DHS said Monday.

The method will employ AI technology to recognize objects in a three-dimensional images and augment human-based approaches.

S&T awarded the funds under the other transaction solicitation, titled Object Recognition and Adaptive Algorithms for Airport Passenger Property Screening, as part of the directorate’s Silicon Valley Innovation Program.

The department noted that SVIP participants have the chance to receive up to $800K in nondilutive funds to create or modify commercial tools for homeland security applications.
