DHS S&T to Release Results of SAVER Field Portable Instrument Assessment

The Department of Homeland Security’s Science and Technology Directorate is set to publish a report later this year to outline the results of its recent assessment of three field portable gas chromatograph/mass spectrometers used to chemically analyze substances. 

DHS S&T’s System Assessment and Validation for Emergency Responders Program developed the evaluation to assess the field instruments’ capabilities and help emergency responder organizations decide on which instrument is best suited to their needs and requirements, the department said Tuesday.

During the assessment, a group of seven first responder evaluators operated the chemical identification devices and tested their capabilities to analyze samples from common, non-toxic, consumer products. 

The evaluators, which included policemen and firefighters, rated the affordability, deployability, usability, capability and maintainability of each instrument based on their needs in the field.

DHS S&T collaborated with the Department of Energy’s Pacific Northwest National Laboratory on the assessment, which took place at the Seattle Joint Training Facility in Washington.

The Naval Information Warfare Systems Command’s engineering division has completed the template for a ‘scorecard’ system, which can measure the levels of cybersecurity of various organizations, for data comparison and decision-making purposes.

An organization’s cybersecurity’s effectiveness in sensing cyber attacks, countering negative effects, and performing post-attack recovery procedures will be evaluated by the scorecard Cybersecurity Figure of Merit scorecard, the U.S. Navy reported Tuesday.

The Tactical Networks Program Office, or PMW 160, used these items, which were taken from the recommendations of the National Institute of Standards and Technology’s cybersecurity framework, to conduct a pilot study of the CFOM at the Navy’s Consolidated Afloat Networks and Enterprise Services.

“Cybersecurity Figure of Merit is a powerful tool to assess the impact of your cybersecurity investment,” says Capt. Kurt Rothenhaus, program manager at PMW 160. “For the CANES program we were able to use the tool to articulate to our senior stakeholders how resourcing areas of the network would improve the cybersecurity resiliency in a measurable and consistent manner.”

NAVWAR’s CFOM team intends to investigate the possibility of extending the scorecard’s capacities to be capable of assessing Navy risk possibilities and budget choices.

The National Science Foundation has announced an initiative to pursue artificial intelligence research projects with partnering institutes.

NSF said it will work with the departments of Agriculture, Homeland Security, Veterans Affairs and Transportation through the National AI Research Institutes program.

The joint program would engage with research institutes on two tracks. The first, known as the planning track, would cover study areas that involve applications needed by NSF and its partners. The second, known as the institute track, would focus on projects that tackle AI trustworthiness, machine learning foundations and AI applications in agriculture, food, education, molecular synthesis, manufacturing and physics.

Interested parties may submit theme-specific proposals through Jan. 28 and planning proposals through Jan. 30.

Millisa Gary, former procurement ombudsman at the General Services Administration, will go on to serve as program executive of AbilityOne, a government-led procurement effort to create more job opportunities for disabled Americans.

She holds the task to ensure GSA awards fair-priced AbilityOne contracts, updates service offerings and supports the mission to employ for disabled U.S. citizens, Jeff Koses, the agency’s senior procurement executive, wrote in a blog posted Monday.

“I want to thank Millisa Gary for her great work as GSA’s first procurement ombudsman,” Koses said. “Millisa created the ombudsman program and used the role to improve the state of GSA’s partnership with industry,” he added.

Maria Swaby, former suspension and debarment and agency protest official at GSA, will succeed Gary as procurement ombudsman. 

Swaby formerly held roles in the private sector where she helped a large firm land a spot on GSA’s multiple awards schedule vehicle.

Lt. Gen. Robert Ashley, director of the Defense Intelligence Agency and 2019 Wash100 Award winner, said the Department of Defense faces the challenge of scaling data for interoperability, Federal News Network reported Tuesday.

DoD can process data at needed speeds, but has difficulty in scaling to have different pieces of data connect and work together, he said Aug. 19 in a presentation at the DoD Intelligence Information System Worldwide conference.

“I don’t know that we have as much a speed problem as we have a scale problem, and buried within that scale problem is the challenge of interoperability,” he said.

The director noted that addressing scaling and interoperability issues would support the agency’s mission against misinformation. The agency is now working on the Machine-Assisted Analytic Rapid-Repository System, an intelligence-tailored platform that uses machine learning to process and scale information.

BayFirst Solutions announced on Wednesday that Thomas Payne, formerly of BAE Systems, will serve as the company’s first vice president and general manger to ensure quality delivery and sound business management across all contracts.

Payne retired from the U.S. Army National Guard after serving as an intelligence officer. Payne graduated from Marywood University and has also studied at INSEAD, a global graduate business school based in the European Union.

Jim Garrettson, founder and CEO of Executive Mosaic, presented Mark Sopp, executive vice president and chief financial officer of KBR’s Government Services business, with his third Wash100 Award. Sopp was also a Wash100 Award recipient in 2015 and 2017.

Under Sopp’s leadership, KBR has recorded eight consecutive quarters of strong growth revenue, earnings and cash flow. The company earned an 18 percent increase in full-year revenue to $4.9 billion in fiscal year 2018 and announced an organic growth of 31 percent in government services during the fourth quarter.

KBR is shifting away from the oil and gas industry to transition into government contracting. As of this writing, 70 percent of KBRs business is in the GovCon sector.

Back in April 2019, the company also secured three out of seven major contracts with the U.S. Army under a $82 billion Logistics Civil Augmentation Program (LOGCAP) V. KBR received a large performance task order to provide LOGCAP logistics support services in Afghanistan, the U.S. European Command (EUCOM) and Northern Command (NORTHCOM).

In addition, Sopp has been influential regarding KBR’s expansion into the space sector. During an interview with ExecutiveBiz, Sopp explained that the U.S. government’s renewed interest in human space exploration and the convergence of military, civilian and commercial space capabilities from a national security perspective is vital.

“We have positioned our business to be a thought leader and contracting leader in that area. Our strong presence in NASA will also help bring all the components together for the next phase of technology that we expect to be deployed into space within the next several years,” Sopp said.

Sopp joined KBR as the CFO in late 2016. Previously, he served as CFO and executive vice president for Leidos Holdings, formerly the Science Applications International Corporation (SAIC), between 2005 and 2015. He also spent seven years as SVP and CFO of the Titan Corporation, eight years as the director of International Controller for the Taylor Made Golf Company and was the senior auditor for Arthur Andersen and Co. for three years.

Katie Arrington, special assistant to the assistant secretary of defense for acquisition for cyber, said the Department of Defense’s new cybersecurity certification model seeks to help small businesses comply with cyber controls through a tiered rating system depending on the platforms they are asked to protect, Fifth Domain reported Tuesday.

Arrington stated that the new Cybersecurity Maturity Model Certification seeks to strengthen the security of small businesses, which are being targeted by nation state-backed cyber attacks, and level the playing field when it comes to cybersecurity.

In September, the Pentagon issued a draft version of CMMC, which establishes cyber practices and standards meant to help the defense industrial base reduce exfiltration of controlled unclassified information.

The draft CMMC v0.4 has five levels ranging from basic cyber hygiene to highly advanced practices and each level has specific practices and activities that need to be implemented by stakeholders to achieve a capability.

Veronica Villalobos, principal deputy associate director of employee services at the Office of Personnel Management, said OPM plans to launch a program to help federal employees who graduated from the government’s reskilling academy further build up their skills through interagency rotations, Nextgov reported Tuesday.

“So you can imagine the vision is they’ll have the three months of training and then they’ll have nine months of the rotations program where agencies can be exposed to their work, and we figure out how they can be a productive fit within the different CIO shops,” Villalobos said during a panel discussion Tuesday. “So there is still hope and we are going to figure out how to do this very agilely and be as quick as we can so that skills don’t go stale.”

The White House unveiled the federal reskilling academy in November 2018 to provide hands-on cybersecurity training to government employees. Participants of the academy’s first class completed their training and the Trump administration started accepting applicants in April for the second set of reskilling activities.

Report Examines Customer Experience With Eight Federal Services

Accenture Federal Services and the Partnership for Public Service have published a report with the intent to help the U.S. government meet customer expectations and address service delivery challenges.

The document contains a series of profiles detailing how people experience assistance from eight federal agencies that receive high volumes of direct contact with the public.

Agencies featured in the report are as follows:

  • Bureau of Consular Affairs
  • Centers for Medicare and Medicaid Services
  • Customs and Border Protection
  • Internal Revenue Service
  • Office of Federal Student Aid
  • Transportation Security Administration
  • U.S. Citizenship and Immigration Services
  • Veterans Health Administration.

The nonprofit and the company urge Congress to require agencies that provide “high-impact” citizen services to establish customer experience standards encompassing quality, effectiveness and speed.

Agencies designate a senior executive to oversee customer experience across an organization, create a feedback-based key performance measure and use social media platforms to inform customers, gather input and answer questions from the public, according to the report.

The report also recommend that the Office of Management and Budget use data in efforts to help agencies manage programs and investments that could address pressing customer concerns.

AFS and the Partnership’s joint research effort builds on data released last month via the President’s Management Agenda and the OMB’s crossagency customer experience objective.
